The "Notice" focuses on working requirements from three aspects.

The first is to strengthen the quality management of electronic certificates. Basin management agencies and local levels of water collection license approval agencies shall strictly fill in, review, and issue management of electronic licenses in accordance with the principles of "who approves, who provide, who are responsible for". , Accuracy and sharing timeliness; improve the management function of the use of electronic certificates, and actively provide reminders to facilitate the use of procedures to handle the relevant procedures in a timely manner.

The second is to establish an electronic license data quality verification mechanism. The Water Resources Management Department of the Ministry of Water Resources and the provincial water administrative department organize regularly carry out electronic license data cleaning work, focusing on investigating the suspected problem of data quality, and reporting, identifying and rectifying the relevant water collection license approval authority through the feedback of the relevant water collection license approval authority through the water collection license system. The water collection license approval authority shall review, confirm and rectify suspected issues in accordance with the approval authority, and implement closed -loop management such as discovery, reporting, investigation, error correction, feedback, and confirmation.

The third is to establish and improve the data quality supervision and assessment mechanism of electronic certificates. The Water Resources Management Department of the Ministry of Water Resources will regularly notice the pseudo -area management agency and the data governance of the water license electronic license electronic certificate management work of the water resource supervision monthly report. For units with outstanding quality issues and slow data governance work, it will be ordered to order rectification within a time limit. The data management of the water license electronic certificate license will be included in the assessment of the most stringent water resource management system.
