1. Support focus

According to the "Administrative Measures for Marine Ecological Protection and Repairing Fund", the central government's key support has an important guarantee for ecological security and a wide range of ecological benefits. According to the principles of overall protection, system repair, comprehensive governance, and highlights, the scope of support scope of the key support of marine ecological protection and restoration funds in 2023 is as follows:

(2) Governance of pollutants in the sea. Support the development of direct sea pollution sources such as improving the standards of pollutant emissions in the sea ecological protection and restoration, as well as pollutants such as sewage and garbage in the island waters.

Give priority support to cities that meet the following conditions: the work system and mechanism are improved, the planning is reasonable, and the combination of land and sea coordination, repair control and control is carried out to carry out work; It can start construction on time and form a physical workload as soon as possible; local funds are raised and rational, and the government's hidden debt will not be formed.

(1) In 2023, the project is declared in a prefecture -level and above cities. The number of projects declared by each province and the autonomous region does not exceed 5 (excluding the planned single cities). This is sorted by the application project. In 2022, cities with the scope of support for the support of marine ecological protection and repair funds no longer apply for repeated declarations (municipalities and planned unique cities have been newly included in the scope of support in 2022). The scope of support for marine ecological protection and restoration funds in 2021, but cities with the implementation rate of central financial funds less than 70%(as of September 30, 2022) shall not be declared. According to the project sorting situation, it is considered invalid for projects that exceed the number of declarations. Provincial management counties in Hainan Province can participate in the declaration with reference to prefecture -level cities.

(2) The provincial level (including the planned unified city, the same below) shall organize the implementation plan of the city government or its relevant departments in accordance with the requirements of this notice to organize the implementation plan of the region's marine ecological protection and restoration project (projects involved in cross -administrative areas, which can The unified planning of adjacent cities is declared according to regulations). (3) Declaration cities aims to improve the quality of the overall marine ecosystem in the region and improve the carbon exchange capacity of marine ecosystems, adhere to the overall protection and systematic restoration. Among them, the total investment of projects declared by municipalities, provincial capital cities, and planned cities should not be less than 500 million yuan, general prefecture-level cities should not be less than 400 million yuan, and the project implementation period is 2023-2024. Through the selected projects selected by competitive review, the Central Finance will make funds in accordance with each municipality, provincial capital cities, and planning unified market awards, and general prefecture -level market awards to make funds, which will be issued in two years.
