In order to build a fixed pollution source regulatory system with the pollution license system as the core, Changzhou City actively explores the experience of gone enforcement in law enforcement supervision through a solid quality foundation, big data identification clues, creating law enforcement lists, and linking law enforcement supervision.

The first is to strengthen the foundation of quality. Implement the joint review mechanism for pollution permits, conduct joint review meetings, focus on reviewing key links such as pollutant emissions standards and permit emissions, and strictly control the quality of pollution license. Accelerate the quality review and rectification of the pollutant discharge license, establish a ledger, account sales number, and scheduling regularly. It is expected that the quality review task of the pollution license is completed by the end of this year. Combined with the recent implementation of a group of Jiangsu local standards, the active changes in the sewage license for 286 enterprises were proactively implemented, and a letter was issued to inform the sewage discharge units to consolidate the working foundation for the supervision after the certificate.

The second is to judge the clue of information. Based on the return data of the national pollution license management information platform, optimize the intelligent auxiliary system of sewage discharge license management, develop and improve the discrimination of management category issues, the permits expired early warning, the implementation report submission of statistics, pollution emission concentration and total data comparison analysis, etc. Functions, timely identification, early warning pollution discharge permits, submission of implementation reports, and may have downgraded management, automatic monitoring of unconvinced network, failure to carry out self -monitoring, over -standard overweight emissions in accordance with regulations, etc., and provides "accurate law enforcement departments to provide accurate law enforcement" A targeted "service. Since the beginning of this year, the sewage of 45 sewage licenses and more than 2,800 sewage discharge units shall be submitted to the sewage discharge permit to conduct early warning reminders; it is found that 19 automatic monitoring facilities should be connected to the Internet and 5 suspected downgraded management clues. At present All rectification has been completed.

The third is to sort out the main points to build a list. Preparation of sewage licenses and on -site law enforcement lists and on -site law enforcement lists, and clearly focus on checking the sewage discharge, sewage discharge, and implementation of management requirements. According to the clear inspection items and content in accordance with the list, law enforcement officers only need to check the "yes" or "no" options, and simultaneously record in the "Existing Problem Explanation" column, reduce the operation procedures, standardize law enforcement processes, effectively improve law enforcement inspections efficiency. Since the trial of a list of law enforcement one month, Changzhou has conducted on -site inspections on 33 companies, and found 58 environmental problems and 7 cases and investigations.

The fourth is to strengthen the linkage mechanism. Replenished the list of 318 enterprises that have been applied for pollution discharge permits in a timely manner, dynamically updated the "double random" library, carried out the training of sewage license and law enforcement connection business, and enhanced the "one certificate" law enforcement capabilities. Establish a feedback mechanism, timely push the list of problems, focus on co -management, and improve the effectiveness of supervision.
