Industry Association Chamber of Commerce Reform and Development Inter -Ministerial Joint Conference System

In order to implement the Party Central Committee and the State Council on deepening the reform and deployment of the reform of the industry associations and the coordination of the reform and development of the industry associations and chambers of commerce. With the consent of the State Council, the establishment of an inter -joint meeting of the Ministry of Commerce and Development of the Industry Association (hereinafter referred to as joint conferences) was established.

1. Main responsibilities

Under the leadership of the Party Central Committee and the State Council, guide and promote the industry associations and chambers of commerce to deepen reform and transformation and development, strengthen the overall coordination of the reform of the management system of the industry association and the development of the industry associations of the industry associations; study and formulate relevant policies and measures, coordinate coordination To solve the key difficulties in the reform and development of the industry association's chamber of commerce, and continue to create a good environment that is conducive to the active role of the industry association and chamber of commerce; coordinate and solve the problem of decoupled reforms of the industry association and administrative organs, and consolidate the results of decoustile reform; strengthen the cooperation of departments, and cooperate with the cooperation of departments. 2. Member unit

The joint meeting was 10 departments and departments including the National Development and Reform Commission, the Ministry of Civil Affairs, the Central Organization Department, the Central and State Administration of Foreign Affairs, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Agriculture and Rural Ministry, the State Council of the State Council, and the State Council. The joint conference office is located at the National Development and Reform Commission to undertake the daily work of the joint meeting and is responsible for urging the implementation of the joint meeting. The joint meeting has a liaison officer, and the responsible comrades of the relevant departments of each member unit will be held. If the liaison needs to be adjusted, the unit will inform the joint meeting office in writing.

The Ministry of Education, the Ministry of Science and Technology, the Ministry of Natural Resources, the Ministry of Housing and Urban -Rural Development, the Ministry of Transport, the Ministry of Commerce, the Ministry of Culture and Tourism, the National Health and Health Commission, the General Administration of Sports, the National Defense Science and Technology Bureau The industry management departments and units can participate in the joint meeting related work according to the work needs.

Third, work rules

(1) Meeting system. The joint meeting held a meeting regularly or irregularly according to the needs of the work, hosted by the convener. Member units can make suggestions on joint meetings according to work needs. When studying specific work matters, some member units can be convened to attend the meeting depending on the meeting, or other relevant departments and units can be invited to participate. The joint conference office held a liaison meeting or a special coordination meeting from time to time. The joint meetings clarify the conferences and issued relevant parties in the form of a meeting.

(2) Report system. All member units will report the joint meeting on the implementation of the relevant tasks of the industry association's chamber of commerce in a timely manner according to the needs of the work. The joint meeting office is responsible for tracking and summarizing the relevant work situation and the difficulties of existing, and inform the membership of the member unit in a timely manner.

(3) Research system. The joint meeting can organize a joint investigation according to the work needs to urge and guide related work. Each member unit can organize special investigations, and the investigation situation is copied to the joint meeting office in a timely manner.

Fourth, work requirements

Each member unit shall conscientiously implement the issues of the joint meeting in accordance with the division of responsibilities, actively undertake various tasks of reform and development of the industry associations and chambers of commerce, in -depth research on key difficulties, formulate targeted policies and measures, and guide places to do related work. All member units should closely cooperate, strengthen communication, support each other, and form joint efforts, give full play to the role of joint conferences, and jointly promote the reform and development of industry associations and chambers of commerce.
