Since 2021, Lianyungang City, Jiangsu Province has taken the construction of the pollution license system as its core, and targets the fixed pollution source regulatory system. It is based on the four key industries of electricity, steel, petrochemical, and medicine. Realize the unified data caliber between different systems, promote the implementation of the "one -certificate" management of pollution permits, and promote precision pollution and scientific pollution.

The first is to collect massive data and build a basic database of pollution permit pilot. System analysis of the relevant information of sewage discharge permits in the key industries of Lianyungang City, including 203 copies of sewage license, 108 execution reports, 177 environmental assessment documents, 500 manual monitoring reports, etc., with a total of nearly 64,000 pieces of data. The information, pollutants and emissions port information, emissions account accounts, parameters, emission concentration and strength are sorted out, and the basic database of the pilot pilot of sewage permits in the key industries of Lianyungang City will be established, laying the foundation for data integration between different systems.

The second is to penetrate the data in depth and explore data barriers between systems. Through re -calculation and inspection of the 7,000 emissions data in the basic database, the inconsistency of the accounting method and scope, accounting parameters and data input found that some pollutants discharge from pollutant emissions between pollutants and environmental statistics such as pollutant discharge permits and environmental statistics There is a gap between the order of order, and proposals such as the integration of accounting methods, the improvement of the scope of accounting, the optimization of the accounting parameters, and the data input specifications. In addition, the study found that the inconsistency of the monitoring method, the accidental monitoring of the manual monitoring, and the uncertainty of the operation time of the device caused a large difference in the discharge quantitative results based on the sewage discharge unit and the online monitoring data. Suggest.

The third is to conduct in -depth field inspections and focus on scientific conclusions with measured data. In order to understand the current status and discharge characteristics of pollution permits in key industries, three petrochemicals and 5 medical pollution units were carried out on -site investigation and testing, and a total of 46 emission of pollutants discharge levels were detected to further quantify the discharge contribution of different links of key sewage units. Based on the measured data, it is found that the general discharge port of the medical sewage unit (discharge port and VOCS discharge port involving VOCS), petrochemical and pharmaceutical sewage units cannot be ignored. The necessity of pollution permit management.

The fourth is to attach importance to the output of achievements and formulate the implementation of technical file support pilots. Based on the analysis of the statistics and differences of sewage license data, and the research results of the integration of data integration between different systems, formulate the "Guide to Fusion Technical Guidelines for the Integration of Data Integration of Segue Discharge Licensing and other environmental management systems in Lianyungang City (first draft) The requirements for improvement and implementation data are required to propose a reasonable and feasible implementation path for the integration of different system data of Lianyungang.

Through this pilot, Lianyungang City thoroughly studied the data differences and integration methods of the sewage license and other environmental management systems, weakened data barriers between different systems, provided a unified management starting point for the management department, strengthened accurate control of fixed pollution sources, and at the same time used data to interoperate with data interoperability Promote the in -depth connection of pollution permits with regional environmental quality, ecological environmental law enforcement, and greenhouse gas management, and further consolidate the core position of the pollution license system in ecological environment management.
