Since September 1, 2022, the Implementation Plan for the Reform of the "Planning EIA+Project EIA" reform of the Hangzhou Industrial Park (hereinafter referred to as the "Implementation Plan") will be implemented.

The scope of this reform is: various development areas (parks), industrial agglomeration areas, new cities, special towns, and small and micro parks in Hangzhou City.

What are the changes after the reform?

"One -free": Exemption of EIA Preparation.

When preparing the environmental assessment of the reform area, it can be combined with the characteristics of this region to select one or more project categories that meet the requirements of the "three lines and one order" management and control requirements in this region in the "Hangzhou Reform Regional Public Service Project Environmental Assembly List". The environmental impact assessment of the project requires evaluation, and it is clear that the project layout, the conditions for ecological environment access, pollution prevention and ecological protection and control are clarified.

"Four guarantee measures".

In the future, the ecological environment department will strengthen the supervision of the EIA intermediary agency and deepen the supervision of the event.
