According to the relevant personnel of the Provincial Health and Health Commission Medical and Health Management Office, the "Implementation Rules" closely follows the main line of "medical quality and safety" proposed by the state, adhering to the principle The content follows the "standards and no decrease, and the content will not decrease", and promotes the clarification of the review of hospital reviews from on -site inspections, subjective qualitatives, and centralized inspections. The work ideas and work direction of qualitative evaluation are combined to minimize the workload of the field review, improve the efficiency of work, and improve the operability, practicality, comparability and the objectivity of the results of the review. Among them, the third -level specialist hospital will be selected in combination with the characteristics of the specialty to conduct on -site review.

Taking the first part of the pre -requirements as an example, this item is one -vote veto, without scores, a total of 4 sections and 28 items. Henan has added 3 additions on the national 25 pre -standard standards, which are required to set up hot ruling clinics, hospital performance assessment, and "smart medical waste" deployment. This part is mainly through quantitative evaluation of objective indicators, and each participating hospitals should ensure the authenticity of the data. Single diseases (surgery), restricted technology, organs transplant technology are reviewed according to the actual technical situation of the participating hospitals.

The third part of the on -site review is based on 1,000 points, and the weight in the comprehensive score of the review is 40%, that is, the evaluation results will be converted at 40%of the total score rate.
