The establishment of a special economic zone is a great initiative to promote reform and opening up and socialist modernization. In April 1979, the Central Committee held a work meeting. Xi Zhongxun, the First Secretary of the Guangdong Provincial Party Committee, hopes that the central government will decentralize several powers to allow Guangdong to have the necessary autonomy in foreign economic activities; it is allowed to hold an export processing zone in Shenzhen, Zhuhai, and overseas villages in Shenzhen and Macao. The Fujian Provincial Party Committee also put forward similar ideas. The central government supports this. Regarding how to name these special policies, Deng Xiaoping said that it is still a special zone. Shaanxi -Gansu and Ningxin start to be called the SAR! There is no money in the central government, you can give some policies, you can do it yourself, kill a bloody path.

In July 1979, the Party Central Committee and the State Council approved reports from the Guangdong Provincial Party Committee and the Fujian Provincial Party Committee to confirm that the two provinces' foreign economic activities have implemented special policies and flexible measures. The export special zone is made out of some areas. In May 1980, the Party Central Committee and the State Council formally decided to name the "Export Special Economic Zone" "Economic Zone". In August, the 15th meeting of the Fifth National People's Congress approved the establishment of a special economic zone in Shenzhen, Zhuhai, Shantou, and Xiamen.

Driven by the central decision -making, the builders from the SARs from all directions have worn through thorns and entrepreneurship.
