On August 27, the Lianchi District Writers Association's establishment conference and the first member congress of Lianchi District were held. Writers, critics, literary enthusiasts, and media representatives from all walks of life from society have gathered together to disconnected the development plan for the development of Lianli District.

Wang Shuyan, a second -level inspector in Baoding City, Chairman of the Municipal Writers Association, Zhang Jinying, a member of the Party Group, Vice Chairman of Baoding Cultural Federation, and executive vice chairman of the Municipal Writers Association, Jin Jun, member of the Party Group, Vice Chairman, Vice Chairman of the Municipal Working Association, Lianchi District Committee Wei Lixin, member of the Standing Committee and Minister of Propaganda, and Fan Qinghua, executive deputy director of the Propaganda Department of the Lianchi District Committee, attended the meeting.

The conference passed the election and was not elected as the first chairman (chairman of the Lianchi Writers Association); Huan Limin was elected as the executive vice chairman and secretary -general; 11 people including Guo Aiming, Li Weiying, and Ran Baizheng were elected as the vice chairman.
