In recent years, Wuwei City, Gansu Province, has actively launched the pilot work of compensation for horizontal ecological protection compensation upstream and downstream of the Shiyang River and the Yellow River Basin to explore the establishment of a long -term mechanism for the protection and governance of "cost sharing, benefit sharing, and co -governance". The quality of the environment has improved and improved the ability of upstream and downstream of the basin.

Wuwei City has established a pilot work promotion team consisting of municipal finance, ecological environment, development and reform, and water affairs departments. In 2021, Tianzhu County, Liangzhou District and Gulang County signed the horizontal ecological compensation agreement of the upstream and downstream of the Shiyang River Basin, respectively, and agreed to be based on the water quality and river circulation of the section of the cross -section of the Mi Muhe canal and the Shibali Reservoir. Two -way ecological compensation is implemented between downstream counties. Since 2021, the provincial finance has issued 8 million yuan in horizontal compensation and reward funds in the Shiyang River Basin in Wuwei City. Minqin County has paid 1.08 million yuan in ecological compensation funds in Liangzhou District, and all funds are used for comprehensive management of water environment and improved water quality in the basin.

The compensation mechanism has strongly promoted the work of upstream and downstream ecological environmental protection, and the quality of the water environment in the entire region has risen steadily. In 2021, the water quality of the five surface water assessment sections of the city reached category Ⅰ, and the water quality of the 4 surface water assessment section reached category Ⅱ. The water quality of the 7 county -level and above concentrated drinking water sources was category III or above. The excellent water quality rate was 100 %. From 2022 to the present, except for the nine surface water countries control and provincial control section, except for the boundary villages to reach the assessment target category II, the other eight broken water quality are better than the assessment targets 1-2 categories. Seven county -level and above centralized drinking water sources are all categories III and above, and the excellent water quality rate is 100%.
