In order to implement the important decision -making and deployment of the Party Central Committee and the State Council on deepening the reform of "decentralization of service", in accordance with the "Administrative Measures for Electronic Certificate of Electronic Service Platform of the National People's Republic of China", "National Integrated Online Government Service Platform (Trial)" Administrative Measures for Electronic Certificate (Trial), etc., are officially implemented as the official announcement of cosmetics and electronic registration certificates as follows: as follows:

I. Starting from October 1, 2022, special cosmetics and new cosmetics raw materials approved by the "Administrative Measures for Cosmetics Registration and Registered", and special cosmetics that have been approved and approved for registered certificates, and issued electronic registration certificates. The previously issued paper registration certificate continued to be valid within its validity period.

2. From October 1, 2022, the special cosmetics that have been approved by the registration certificate, registered persons (responsible persons in the domestic) shall shall be in accordance with the "Administrative Measures for Cosmetics Registration and Management", "Regulations for Management of Cosmetics Registration Data", etc. The administrative license acceptance service department shall submit the paper registration certificate held by it.

3. Special cosmetics and new raw materials for cosmetics will be pushed to the statutory representative space of the registered person (the responsible person in the domestic) online service hall. The push is successfully delivered.

Fourth, the registrant shall properly use and properly keep the electronic registration certificate. Electronic registration certificates can realize the functions of instant certificates, SMS reminders, certificates authorization, code scanning, online verification, and sharing of the entire network.
