The successful experience of China's prevention and control epidemic has once again proved that in the era of globalization, in the face of many complex, diverse, and multi -level interoperability of global public issues, high -level governance at any level is indispensable for global. In the post -epidemic era, under the multiple challenges of against globalization, unilateralism, and populism, coordinating the relationship between the country and the international community and the domestic society has become an important task facing countries around the world. How to properly define and further explore the three levels of global governance, national governance and local governance, it is particularly important.

National governance is an important foundation for global governance

From the birth of global governance to the development, it has always been accompanied by the controversy of the country, which has also caused the positioning of the positioning of countries in global governance to compose a key dimension of understanding global governance. The logical starting point of global governance is the "anarchy" of the international community, that is, in the international system that lacks the authority of the central government, it emphasizes the coordinated co -governance of multiple subjects. This constitutes the basic value presets of global governance. In contrast, the logical starting point of state governance lies in the "government state" of domestic society. From the perspective of governance, the foundation of national governance is realized by the government's representative of public power, the government. The scope of national governance is strictly limited to the territory of a country, and has the characteristics of mandatoryness, one -way, and hierarchy. Global governance is committed to solving transnational public issues in transcendence in the space divided by territoriality.

There are significant differences in global governance and national governance, but the two are not the subjects and countermeasures between each other and contradictions. In fact, in the practice of global governance, the state has never left and absence. On the one hand, the country is the most basic and main subject of international affairs and international affairs, and the state constitutes the basis of global governance. The various issues involved in global governance are closely related to the country. It is the ultimate subject of solving public issues at home and abroad. On the other hand, among various types of global governance subjects, the state has higher governance capabilities and legitimacy, and global standardized landing relies on the country to complete. The true solution of global problems in various fields is ultimately going back to the country's border. Therefore, effective national governance is the core essential of global good governance. Without the country, global governance will become passive water and wood.

Global governance and national governance mutual externality

In the international community with a high degree of interconnection, the inherent logic of the internationalization of domestic and international issues has made national governance and global governance increasingly external characteristics.

First of all, if a country cannot be effectively governed at the domestic level, then this domestic disorder or weak order state will output a negative impact on the outside world through various channels, and even evolve into a regional and even global crisis. The global financial crisis in 2008 was caused by the failure of domestic governance in the United States, and its global economic recession has not yet disappeared today.

Secondly, in the era of globalization, an important criterion for judging whether a country has implemented effective governance in China is whether this domestic governance has harmed the interests of other countries and the people in the process of realizing its own interests. Although national governance is a country's governance of domestic public affairs, this governance is in the final analysis in the global context. If domestic governance is at the cost of increasing the cost of global governance, then it is not a national governance needed by global good governance. From this level, only the negative external nature of state governance is strictly controlled can it help promote the unity and interaction of national governance and global governance.

It can be seen that issues such as financial trade, climate change, and public health in the world are both global and profoundly affecting every country. The universal international norms relied on the Global Governance Institute will also affect the state's governance behavior to varying degrees, becoming an important consideration for the country's formulation of domestic policies and issues. Based on this, more and more countries tend to continue to reform and improve relevant domestic institutional mechanisms to express their recognition and implementation of global governance mechanisms and systems. This also helps the country to better participate in international affairs.

The place is the most active place for national governance and global governance

With the increasingly close linkage between local and national and super -national levels, the subjectivity of localities is constantly stimulated, which not only becomes the most active place in national governance, but also become the expansion and extension of global governance in the country. Global governance is a multi -level practice and should be regarded as an inclusive framework. Therefore, the governance of global public affairs cannot be performed at the state and government level.

In the new stage of the continuous interaction of global governance internalization and localization of localization and penetration of each other, both global governance, national governance, or local governance are undergoing obvious functional changes. First of all, for global governance, how to further open up the divisions of the international community and domestic society, and the two as a overall existence have become an important challenge for global governance research and practice. Secondly, no matter in the dominance of the country, the country, or the subordinates, the increasingly diverse governance subject is sharing the right to govern with the state, but this does not shake the country's dominant position in global governance and local governance. Finally, based on the network -based and multi -center local governance changes brought about by globalization, global governance and national governance have been deeply embedded in the models, strategies and paths of local governance, and affect the process and results of local governance at different levels. Whether it is global governance or national governance, the close cooperation of local governance is required. The situation of the global governance wave is becoming increasingly clear, and in a specific space -time situation, global events can even continue to occupy the center of the local governance agenda in a certain period of time, and the various governance tasks undertaken by the state will eventually pass local governance. With the improvement of human knowledge and the continuous improvement of governance capabilities, the interactive relationships of global governance, national governance, and local governance have increasingly showing uniform and mutually interactive characteristics. As an increasingly important variable in the global governance system, China urgently needs to actively respond to the new environment and new changes on the basis of accurate the characteristics of the global governance and development logic of the pulse, and use the system of "concentrated strength to do major events" in a more reasonable way. Advantages, more effectively realize the healthy interaction of two domestic and international overall situations. First, at the level of global governance, adhere to global care and international perspective, follow the laws of global governance and the trend of world development, and continue to promote global governance with the goal of building a community of human destiny.
