4. Those who have one of the following acts, the public security organs will be punished in accordance with relevant laws and regulations to constitute a crime, and criminal responsibility shall be investigated in accordance with the law:

(1) If illegally posting and spraying small advertisements cause property losses to others, the public security organs shall be given administrative detention for illegal actors in accordance with Article 49 of the Public Security Management Penalty Law of the People's Republic of China. Punishment of fines of less than 500 yuan; if the circumstances are heavier, administrative detention of more than ten days, 15 days and less than 15 days, and a fine of less than 1,000 yuan; if a crime is constituted, criminal liability is investigated in accordance with the law.
