It is understood that on the morning of the incident, the relevant local departments went to the downstream of the hydropower station to notify the decision to open the gate to release the water to allow the fishermen to evacuate in time.

However, when the gate was opened in the afternoon, the two fishermen had forgotten the evacuation because they were too addicted to evacuate. Fortunately, they escaped from the rapids through self -rescue, and their bodies were not hindered.
