The State Council recently issued the "Decision on Canceling and Adjusting a Batch of fines" (hereinafter referred to as "Decision"), canceled and adjusted 53 fines set by administrative regulations and market regulations in the fields of public security, transportation, and market supervision. Cancel 29 fines and adjust 24 fines. These fines are mainly concentrated in areas with close production and life with enterprises and the masses and high social attention. The purpose of canceling and adjusting is to effectively reduce the burden on enterprises and the masses, so that enterprises and the masses can feel the real benefits. "Decision" clarifies the name, setting basis, processing decision and alternative supervision measures of these fines.

Cancel and adjust the above fines, strictly implement the "three" clear standards of the State Council: All fines that violate the legal authority and procedure settings will be canceled; If the spirit of "reform is not conducive to optimizing the business environment, or if there is a fair or improper penalty, it will be canceled or adjusted; if the fines can be regulated or managed in other ways, it will be canceled.

The 53 fines of the cancellation and adjustment of the "Decision" involved the amendment of 11 administrative regulations and revising and abolishing 20 departmental regulations. In order to maximize the implementation of the cleanup results, the Decision put forward clear time requirements for revising administrative regulations, modification and abolition of departmental regulations. The draft is submitted to the review and the revision and abolition of relevant departments' rules and regulations. The departmental regulations need to be adjusted according to the revised administrative regulations, and the amendments and abolition of the work should be completed within 60 days after the relevant administrative regulations are announced.
