Africa is the birthplace of human civilization. At the same time, in the face of unfair and unreasonable international political and economic order and various global crises and risks, African countries have long been passively suffering from attachment damage, and even become the main victims of the conflict of outside regions. In terms of helping Africa to strive for lasting peace, does the international community seize the root causes? Is there any real needs of African countries?

China has been supporting each other with Africa, and its destiny is common. As a developing country, the experience and needs of Africa are the same. In combination with China's own development, China -Africa cooperation experience and international historical lessons, we believe that to help Africa achieve long -term stability, we must continue to increase investment. First, to support African countries to strengthen government governance capabilities. In terms of maintaining peace and security, the African country governments are the representatives of their own people, the most important subject of action. The successful practice of many African countries fully illustrates this. Kenya, Uganda, Senegal, Rwanda, Cameroon, Gabon and other countries quickly realized the recovery of the post -epidemic. These achievements are inseparable from the strong leadership and efficient execution of governments.

To strengthen government governance capabilities, we should adhere to the correct direction and respect the development path and social system of the people's independent choices. Therefore, when the international community helps Africa, it should respect and trust the African countries, tilt cooperation and assistance resources to government departments, enhance government authority, and support the government to play a leading role. We cannot help assisted additional political conditions, and cannot interfere in the internal affairs of African countries or even replace the local government. For the country after the conflict, it is only the first step to promote political transition, preparation and holding elections, and it is more important to do a good job after the election. It is necessary to support the newly established government to exercise state power, help the new government stand for the foothold and gradually improve it as soon as possible, instead of blindly accusing the stabbing, let alone "democratic transformation" and the setting of pressure and tailoring.

Second, it is necessary to support African countries to improve the ability of security departments to perform their duties. Some African countries are facing security threats such as terrorism, violence extremism, and ethnic conflicts. Only by establishing a professional, efficient and powerful security department of their own country can they act effectively. Foreign security forces cannot replace or replace their own efforts.

Some peacekeeping operations deployed in Africa in Africa have been increasing in the number and budget scale in recent years, and more and more authorized tasks, but the security situation in the country has not improved, and the government and the people are dissatisfied. We advocate the practice of listening to the voice of African countries, comprehensively reviewing these peacekeeping actions, reforming the situation that is not adapted to the situation, rationally formulated authorization, and enhanced peacekeeping performance. The Security Council's arms embargo implemented by the Sudan, South Sudan, Somalia, Congo (Gold) and other countries, and negatively impact the ability of the security departments of the parties to improve, should be adjusted and canceled in a timely manner. A non -alliance peace operations are a difficult issue, and we must find a way to solve it. Secretary -General Gutres suggested that it provides financial support through the UN conventional budget or peacekeeping stall. This is an important idea that is worth actively studying the Security Council.

Third, it is necessary to support African countries to improve sustainable development capabilities. Development is the cornerstone of peace and security. After the conflict, the national political transition, development and reconstruction, and improvement of people's livelihood do not need a lot of funds and resource support. Of course, foreign humanity assistance is indispensable, but the fundamental way is to make big development cakes, so that the country has more resource means to maintain safety. China proposes "the concept of peaceful development of Africa", supports the construction of interconnected infrastructure such as the Mongolian Railway and the Yaji Railway, and promote the development of the African domestic industry, which is based on the concept of promoting peace.

At present, the African continent is facing multiple challenges such as economy, finance, food, and energy, which is related to the current turbulence of the international situation. The deeper reason is the unfair and unreasonable international economic order. African countries are restricted to the low -end global industrial chain and do not have enough resources and capabilities to resist risks. When major economies need to adjust monetary policy, its spillover effect may set off financial tornado in Africa. When Africa is facing food and energy shortage, the main grain merchants and oil companies in developed countries have made a lot of money. African countries have strongly hoped to get rid of this unfair treatment. The international community has the responsibility to support it, help Africa to promote industrialization, accelerate the modernization of infrastructure, and achieve financial autonomy and enhance economic independence. In developed countries, they must refer to climate financing commitments as soon as possible and make up their historical debts from Africa. Fourth, to support African countries to cultivate and grow talent teams. Human resources are the basis of capacity building and represent a future future. More than half of Africa's population is a youth and has the most potential talent pool in the world. The international community should help African countries develop more urgent talents according to the development of reconstruction and economic and social needs. In particular, conflict countries should increase the policy guarantee and resource investment in young people and children, and expand special assistance in the development and education sector. It is necessary to strengthen youth education and vocational skills training, provide more employment opportunities and entrepreneurial support, and help young people get rid of poverty. At the same time, it is necessary to support Africa to promote ex -existing measures to prevent the erosion of young people in terror and extreme ideas.
