In the case of irregular governance agency services, the employees flow at will, be at will, the service quality is uneven, and the agency contract signing irregularities and other issues.

The "Measures" total seven chapters, except for the general rules and affiliates, mainly include chapters of employment management, information registration, bid opening and bid evaluation, behavior assessment, supervision and inspection and other chapters.

Strengthen employment management. Refine the professional ability that employees should have, standardize the signing of agency contracts, establish a project leader responsibility system, and clarify that the project team members should not be less than 3.

Establish an information registration system for bidding agency. After the registration information is passed by the bidding and bidding regulatory authorities of the city, it is pushed to the Zibo public resource trading platform for the client for reference according to the actual situation of the project, and as the basis for the city's credit rating evaluation and supervision and inspection.

Strengthen the management of bid evaluation. Clarify the number of personnel and on -site proxy behaviors related to the relevant regions of the opening bidding, and further standardize the bid evaluation activities.

Establish an assessment system for bidding agency behavior. In accordance with the "Bidding Agent Behavior Record Form", the bidding agency and project leader conducted behavior assessment, the assessment results were included in the credit evaluation of the bidding agency, and 10%were given credit deduction according to the score of 10%of the behavior assessment of the bidding agency. If the circumstances are serious, in addition to the legal representative of the bidding agency, the person in charge of the project shall participate in the quality training of the bidding business and must pass the business evaluation.

Establish a sound regulatory system. In accordance with the principles of territorial management, strengthen the supervision of the bidding agency market behavior, establish a complaint report handling mechanism, and ensure the normal development of the bidding and bidding activities.

Establish and improve industry self -discipline and service system. The bidding agency industry association shall promptly reflect the industry's demands, carry out the training of employees in the bidding agency, and guide the bidding agency to provide professional and standardized services.

In the next step, the Zibo Housing and Urban -Rural Development Bureau will further optimize the construction of the trading system with the Municipal Public Resources Trading Center, implement the implementation of the documents, standardize the bidding agency behavior, and promote the healthy development of the bidding market.
