Chapter 1 General Principles

Article 1 In order to strengthen the protection of retired soldiers, safeguard the legitimate rights and interests of retired soldiers, and make soldiers a respectful occupation in the whole society, this law is formulated according to the Constitution.

Article 2 The retired soldiers referred to in this Law refers to the officers, sergeants, and compulsory soldiers who withdraw from active service from the Chinese People's Liberation Army in accordance with the law.

Article 3 Retired soldiers have made important contributions to national defense and army construction, and are important forces of socialist modernization.

Respecting and caring for retired soldiers is the common responsibility of the whole society. The state cares and treats retired soldiers, strengthen the construction of the retired military security system, and ensure that retired soldiers enjoy corresponding rights and interests in accordance with the law.

Article 4 The retired military security work adheres to the leadership of the Communist Party of China, adheres to the policy of serving economic and social development, and service for national defense and military construction.

Article 5 The protection of retired soldiers shall coordinate with economic development and adapt to social progress.

The resettlement of retired soldiers should be open, fair, and fair.

The political and living descendants of retired soldiers are linked to their contributions during their service.

The state establishes a special treatment mechanism for retired soldiers.

Article 6 Retired soldiers shall continue to carry forward the fine traditions of the people's army, abide by the Constitution and laws and regulations, conservative military secrets, practice the core values ​​of socialism, and actively participate in socialist modernization.

Article 7 The competent department of the State Council's retired soldiers is responsible for the national retirement military security work. The competent department of the local people's governments at or above the county level is responsible for the retired military security work in their own administrative regions.

Relevant agencies of central and state agencies, relevant departments of the Central Military Commission, and relevant authorities at all levels shall do a good job of retired military security within their respective responsibilities.

The departments responsible for the work of retired soldiers at all levels should work closely with the competent departments of retired soldiers at the county level and the people's government at or above the county level to do a good job of retired soldiers' guarantee.

Article 8 The state strengthen the information construction of retired military security work, build a file for retired soldiers, realize information sharing between relevant departments, and support support for improving the capacity of retired military protection.

The competent departments of the State Council's retired soldiers shall work closely with the relevant departments of relevant central and state agencies and relevant departments of the Central Military Commission to coordinate the construction, maintenance, application and information security management of information data systems.

Article 9 The funds required for retired military security work shall be jointly borne by the central and local finances. Retired resettlement, educational training, and pensions are mainly borne by the central government.

Article 10 The state encourages and guides social forces such as enterprises, social organizations, and individuals to provide support and help to retired soldiers through donations, establishment funds, and volunteer services in accordance with the law.

Article 11 Units and individuals who have made outstanding contributions in retired soldiers' security work shall be commended and rewarded in accordance with relevant national regulations.
