In order to implement the "Energy Conservation Law of the People's Republic of China" and the "Administrative Measures for Industrial Energy Conservation", and continue to promote industrial energy conservation and efficiency and green low -carbon development, the relevant matters related to industrial energy -saving supervision work in 2022 are as follows:
1. In -depth national special industrial energy conservation monitoring
Focus on key industries, do a good job of energy -saving supervision of key enterprises and energy use equipment, play the role of compulsory energy -saving standards, and improve energy utilization efficiency.
(1) Special supervision of energy efficiency in key industries. Special supervision of the implementation of the energy consumption limit standards of steel, petrochemical, building materials, non -ferrous metal smelting and other industries. According to the "Guiding Opinions on Strengthening the Construction of Green Data Center" (Ministry of Industry and Information Technology, Lian Festival [2019] No. 24) and related energy efficiency standards, carry out comprehensive energy -saving monitoring of large and large data centers, and measure the measurement value of electric energy utilization efficiency (PUE) to check Energy meter premium is equipped. Combined with the special energy conservation monitoring of the data center in recent years, we will sort out the establishment of the energy efficiency work ledger in the regional key data center.
(3) Special supervision of the energy efficiency of key energy equipment. In accordance with relevant national compulsory performance effectiveness standards, implement the "Electric Efficacy Promotion Plan (2021-2023)" and "Transformer Energy Efficiency Improvement Plan (2021-2023)". Equipment user enterprises carry out energy -saving supervision, verify the equipment accounts, and jointly urge the enterprise to eliminate the elimination of the inefficient performance of the compulsory performance standard limited value in accordance with the law. This special supervision is carried out in conjunction with other special supervision and does not declare tasks separately.
(4) Special supervision of the implementation of the rectification of illegal enterprises in 2021. Enterprises and other enterprises found in the 2021 special energy -saving supervision and other enterprises of energy consumption and other companies that violate energy conservation laws and regulations. Those who fail to rectify or rectify in accordance with the requirements are not in place, and the relevant departments are handled in accordance with laws and regulations.
2. Continue to do a good job of daily industrial energy conservation monitoring
The daily industrial energy conservation supervision work mainly includes: 2022 national special industrial energy -saving monitoring monitoring that the industry enterprise does not cover the implementation of compulsory unit product energy consumption limit standards, and the compulsory performance effectiveness standards of key energy use equipment; The implementation of energy management systems such as the establishment of management positions and the performance of the person in charge of energy management, the implementation of energy measurement, energy consumption statistics and energy utilization reporting systems; the development of energy -saving education and training. The daily industrial energy -saving supervision should be announced in a timely manner to follow up and supervise the implementation of rectification.
3. Strengthen the foundation of industrial energy -saving supervision basic capabilities
(1) Improve the working system. Further strengthen the construction of the provincial, municipal, and county -level industrial energy -saving supervision agencies, build a monitoring system with unified goals, clear responsibilities, and reasonable division of labor, and strengthen exchanges between supervision institutions at all levels. Accelerate and improve the working mechanism of cross -departments to link industrial energy -saving supervision, and do a good job of work connection. Innovate industrial energy -saving supervision work models, encourage cross -regional cross -regional cross -law enforcement, pairing assistance enforcement law enforcement, provincial and city and county linkage law enforcement, introducing support assistance assistance assistance in third -party professional institutions to ensure the effectiveness of industrial energy conservation supervision.
(2) Strengthen capacity building. In combination with the actual situation, in the basis of strict implementation of the prevention and control of the epidemic, we should carry out an orderly implementation of industrial energy -saving supervision and training, and publicize energy conservation and low -carbon laws and regulations, standards, and specifications to improve grassroots professional capabilities. Actively promote the energy consumption online monitoring, use energy efficiency online check -up, energy -saving monitoring results online reporting, and key enterprises to use energy equipment electronic archives and other models to improve the level of informationization of industrial energy conservation monitoring.
(3) Strengthening results application. Strengthen tracking guidance, and make suggestions for improvement of improvement of enterprises found in industrial energy -saving supervision and weak energy management links. Encourage enterprises to regularly carry out energy -saving diagnosis and energy efficiency benchmarking standards, and accelerate the implementation of energy efficiency improvement and transformation.
Fourth, work requirements
(1) Strengthen organizational leadership. All local industry and information authorities are requested to prepare plans to refine measures, clarify the progress of the goal, and ensure that the work is completed at high quality on time.
