After a preliminary foundation, the imports and operations of imported cold chain foods involved at that time reached tens of thousands of people, and the daily circulation exceeded 2,000 tons. It is easy to talk about importing cold chain foods.

At this time, Pan Xin, the deputy director of the Food Coordination Department, remembered his always ideas: "Let each piece of goods be fully controlled and missed, digital empowerment is the only way out!" The person in charge is preparing the most difficult bone of "hard and rigid".

Searching for documents, checking information, discussion plan ... A digital system solution that can trace the source of cold chain food by scanning the "QR code", gradually forming in the warm discussion of Pan Xin and colleagues. With the plan, Pan Xin hurriedly discussed with the person in charge of the project to reasonably distribute the division of tasks in various links. Subsequently, the Provincial Market Supervision Bureau mobilized more than 40 capable technical developers, and carried out parallel system development work in 24 hours. For more than two years, this digital system with six wisdom governance scenes has been closed and controlled by 1.24 million tons of imported cold chain foods. The traceability time has been reduced from 7 days to half an hour. Pan Xin was invited to the State Administration of Market Supervision to help design and develop a national cold chain food traceability platform to promote Zhejiang experience to the whole country.

Since the "Zhejiang Cold Chain" is so successful, why not expand the scope to the entire food industry? Soon, the main leaders of the Provincial Market Supervision Bureau proposed a new idea, igniting Pan Xin's enthusiasm. After summing up the experience and practices of "Zhejiang Cold Chain", he took the initiative to participate in the new battlefield developed by the "Zhejiang Food Chain" system.

Using experience is not copied. No matter how large the amount of cold chain food is imported, it is only a small part of the entire food industry. Each product of the "Zhejiang Cold Chain" must be given a code plan, which will only allow the "Zhelian Chain" cost to increase the production burden of the enterprise.

On the basis of widely investigating the experience and practices of brothers and grassroots, Pan Xin proposed a series of solutions such as physical code, electronic code, category code, batch code, counter code, transaction code and other solutions that integrate international coding rules.
