Article 26 The port operators shall strictly implement the requirements for emergency control of heavy pollution weather, and reasonably adjust the port production plan according to different emergency response levels, and strengthen the control of motor vehicles, non -road mobile machinery, and sparse transportation vehicles for port operations. Article 32 The receiving unit of a ship pollutant shall transfer ship waste that is not received from hazardous waste to the place where garbage disposal, hazardous waste is transferred to units with corresponding qualifications, and the dangerous waste transfer system system is implemented.

Article 33 The receiving unit of ship pollutants shall manage the receiving ship's oil -containing sewage according to wastewater; the waste ore materials produced by the residual oil and the processing of the ship's oil -containing sewage are managed in accordance with the hazardous waste, and the units with the corresponding qualifications are handled.

Article 34 The ship shall deal with and discharge the domestic sewage in accordance with relevant regulations. The installed domestic sewage treatment device shall meet the laws and regulations and relevant standards and maintain a good state. Daily sewage that does not meet the emission standards shall be received by port receiving facilities or ship pollutants receiving units.

Article 35 The discharge, receiving, transfer, and treatment of the chemicals of the ship shall meet the requirements of laws and regulations and relevant standards.

Ship pollutant receiving units shall handle chemical washing cabin water to units with corresponding qualifications. If it meets the requirements of environmental water discharge after treatment, it is managed in accordance with the wastewater; if it cannot be managed in accordance with the wastewater, it is managed according to the hazardous waste or other solid waste according to the attributes of the chemicals.

Article 36 When ships and port operators are carried out in the loading and unloading operation of the hazardous cargo in bulk liquids such as oil categories, they shall set up enclosure fences in accordance with relevant regulations and arrange personnel with relevant knowledge and professional skills to operate in accordance with safety prevention pollution operations. Article 37 If the transportation of ships is easy to produce dust materials, dust prevention measures shall be taken to reduce dust emissions.

For volatile organic liquids with loading and unloading control requirements, the overall or local gas collection system and purification treatment device shall be established in accordance with regulations during transportation, and air pollutants are discharged as standard.

The oil tanker shall be equipped with steam discharge collection system in accordance with laws and regulations and relevant standards to control volatile organic compound emissions.

The ship shall formulate an emergency plan for the prevention and treatment of ships and its related operational activities, and report to maritime management agencies for record.

Article 38 The ship shall use the fuel requirements that meet the requirements of the ship's air pollutant emissions control area, and encourage the use of fuel that is less than the required for the control area of ​​the ship's air pollution discharge control area.

Article 39 When sailing and operating in ports in ports, measures shall be taken to reduce noise. The noise of emission shall comply with national ship noise levels.

In special periods and special areas, the people's governments at or above the county level where the port are located can adopt more stricter noise pollution prevention measures in accordance with the law.

Article 40 Ship (except liquid ships) with electricity facilities (except liquid ships), if a berth of berths with shore electricity supply capacity at ports for more than three hours and without effective replacement measures shall be used in accordance with relevant regulations. If the ship is berth for less than three hours, the use of shore electricity is encouraged.

Article 41 Units that engage in operating activities such as ship repair, disassembly, and salvage in the port shall be equipped with corresponding pollution prevention facilities, equipment and equipment in accordance with relevant national specifications and standards, and maintain a good technical state.

Article 42 Ship in accordance with relevant state regulations shall handle oil pollution liability insurance or obtain corresponding financial guarantee, shall hold relevant certification documents.

Article 50 Any unit or individual has the right to report the behavior of polluting the ecological environment of the port.

The departments that have the responsibilities of the prevention and control of port pollution should be announced to the public to facilitate the public report.

The departments that accept the report shall deal with it in time and keep the relevant information of the reporter, and those who report and verify the real name shall be rewarded to the reporters in accordance with regulations.

If the reporter requires a response and provides effective contact information, the departments that handle the reporting matters shall promptly feedback the results of the results.

Chapter 6 Legal Responsibility

Article 53 If you violate the provisions of these regulations and include one of the following actions of the port operators who are included in the responsible unit of the key dust pollution source, the competent department of the ecological environment shall order correction within a time limit, and a fine of 20,000 yuan or less; the circumstances are compared If you are heavy, a fine of more than 50,000 yuan or less than 100,000 yuan; if the circumstances are serious, a fine of 100,000 yuan and more than 200,000 yuan; if you refuse to make corrections, it shall be ordered to stop labor and stop production and rectification:

(1) No online monitoring equipment and supporting facilities in accordance with relevant regulations, or their supporting facilities, or do not connect to the monitoring equipment of the competent department of the ecological environment in accordance with regulations, and ensure the normal operation of the monitoring equipment;

(2) Destruction, damage or dismantling, idle dust pollutants online monitoring equipment;

(3) Those who fail to publicly monitor data in accordance with the law or tampered with or forged monitoring data.

Article 54 If the regulations violate the provisions of these regulations, the ship's pollutant receiving unit does not transfer ship waste that does not belong to the hazardous waste to the disposal of garbage disposal venues, shall be ordered by the competent environmental health department to make corrections, and in office for 50,000 yuan or less than 500,000 yuan Fine fines confiscated illegal income.
