Zhao Changwen analyzed that the problem of carbon peaks and carbon neutrality is essentially energy and industrial issues. Zhao Changwen believes that achieving the "dual carbon" target opportunities and challenges coexist, which needs to accelerate technological progress and promote the upgrading of energy structure and industrial structure. At present, the carbon accounting system of my country needs to be accelerated. It is necessary to find out the bottom of the emission home and establish and improve the carbon emission market. From the perspective of the national unified market, it is not enough for the commodity market and factor market. The "carbon market" can better reflect the basic characteristics of the current unified market. It should be an important part of the national unified market.
