The approval and registration of the training institution is under localized management, mainly county. The cultural and art departments, science and technology departments, and sports departments in the county (city, district) are responsible for the acceptance, qualification review and results of the application of materials, science and technology, and sports training institutions, respectively. After approval, the training institution must obtain a school license after obtaining a school license (or the registration certificate of non -private non -enterprise units, the same below), and can only be trained after registration on the platform. The establishment of a training institution shall have a compatible school, facilities and equipment such as the type, level, and scale of the training type, level, and scale.

According to the "Measures", the organizational form of the training institution should be a company or private non -enterprise units. Training institutions shall not conduct or disguise discipline training, and shall not open discipline content in non -disciplinary training programs.

The training materials used by the training institution shall comply with relevant regulations. It is strictly forbidden to provide overseas training materials and education courses, and shall not use publications and printed materials with illegal and harmful or pirated infringements.

Training institutions shall sign a training service contract with the latest edition of the "Extra Primary and Middle School Student Training Service Contracts (Demonstration Text)" issued by the Ministry of Education and the State Administration of Market Supervision through the platform. Factors reasonably determine the charging and refund standards, and issue formal charging bills.

Training institutions must collect training fees through the platform, and the training fees charged shall be stored in full regulatory accounts in full. Training institutions should reasonably determine the training charging items and standards, implement clearly bids, actively publicize and accept public supervision, shall not charge other expenses outside the public projects and standards.
