It stipulates the competent authority of the protection of grain crops. The competent agricultural and rural authorities of the people's government at or above the county level is responsible for the management and supervision of the growth of grain crops in the administrative area. Regarding the protection of grain crops in related parts, it stipulates that farmers and agricultural production and operation organizations shall not illegally open ditch, dig ponds, afforestation, and damage grain crops on the cultivated land. The engineering construction unit shall firmly establish a sense of food safety, do a good job in the construction of the project and the stubble of the food production, and maximize the guarantee of farming land planting income.

The regulations also make clear that silage should be mainly autumn crops such as autumn corn. If you really need to save other spring and summer crops such as barley, oats, rye, and dense wheat in the spring and summer of the next year, it shall be filed with the agricultural and rural authorities of the county -level people's government at the end of October that year.
