The full text of the "Provisions" has only five and 200 words. It is connected with the Ministry of Education's requirements for strengthening the mobile phone management of primary and secondary school students. The "Regulations" clearly prohibit the primary and secondary school kindergarten students from bringing mobile phones (including telephone watches) into the classroom. However, considering the reality, students do have the needs of carrying out mobile phones to enter the school with parents, and the "Regulations" did not completely prohibit students from bringing their mobile phones into the school, but at the same time, it also stipulated that students really need to bring their mobile phones with their mobile phones with their mobile phones. Those who enter the school shall submit a written application from their parents or other guardians to the school. Those who are allowed to be brought into the school shall be handed over to the school for uniform management.

While providing a legislative basis for governing the school according to law, the "Regulations" takes into account the school's independent management rights, and authorizes the school to formulate specific methods of mobile management in accordance with the actual situation and incorporate the daily management of the school. In addition, the "Regulations" also require the school to ensure the reasonable calling needs of students. At the same time, the education administrative department should guide the school to implement the "Regulations", and the education supervision institution should supervise the management of the school's mobile phone.
