Zheng Baitao, male, Han nationality, born in May 1962, Kishan, Heilongjiang, academic degree in the party school of Beijing Municipal Party Committee. He joined the work in October 1981 and joined the Communist Party of China in April 1985.

From October 1981 to December 1986, he served as Deputy Captain of the Daqing Public Security Fire Detachment of Heilongjiang Province;
