In order to do a good job of the high professional title review of the 2022 press and publication unit, the relevant matters are notified as follows.

1. Review series

News series, publishing series, engineering series printing engineering, economic series, accounting series. Among them, the news series, publishing series, and engineering series printing engineering professional review and deputy senior titles, and the economic series and accounting series review deputy senior professional titles.

2. Participants

(1) News series: Personnel who engage in news compilation and compilation of journalists and obtain journalists' certificates in newspaper editors and compilations of newsletters in newspapers and political journals in newspapers.

(2) Publishing Series: Publishing and editors published by publishing houses and journal agencies engaged in editors (including art editing, digital editing, technical editors) and obtained the personnel and proofing personnel of the editor; Personnel who work in the school; professionals who are engaged in publishing professional research and copyright work in copyright institutions in publishing research institutions.

(3) Engineering series of printing engineering, economic series, and accounting series: personnel who are engaged in printing, economic, and accounting professional and technical work in the post of news, publishing, printing, distribution, and related units.

3. Application qualification conditions

Comply with the Constitution and laws and regulations of the People's Republic of China, adhere to the leadership of the Communist Party of China, support the party's basic theory, basic routes, and basic strategies, and be loyal to the party's press and publication cause. Adhere to the principles of party spirit, adhere to Marxist press and publication, adhere to the people -centered work orientation, and earnestly fulfill their duties and mission. With good ideological and political quality, professional ethics, professionalism, and good style. Love your job, have corresponding professional knowledge and business skills, and participate in continuing education in accordance with regulations.

(1) performance results

The application for senior titles must provide the highest level of performance results since reflecting or representing the applicant of the applicant (referring to the current job and the corresponding work, the same below). Among them, the news series must provide messages, communication, reviews, or news pictures, art works, etc.; Publishing series must provide topic planning reports, review schools, design and production plans, project representative results; Printing finished products, technical reports, planning and design schemes, construction debugging reports, engineering test reports, etc.; Economic series must provide economic projects or economic activity plans, etc.; Accounting series must provide accounting project conditions.

(2) Research results

The research results provided must be applied for professional content.

1. Declars to deputy senior titles, it is necessary to provide a total of two papers or industry standards, patent results, research topics, research reports, research reports, research reports, etc. (news, publishing, engineering, and economic series must provide at least papers must be provided for at least the papers. 1. Application for news, publishing, and engineering series deputy senior titles: have a bachelor's degree or above degree or above, and meet the following conditions.

It is necessary to obtain a journalist certificate, and meet one of the following conditions: after obtaining editing or reporter titles, engaged in the journalism and editing for 5 years; after obtaining a doctorate degree, I have been engaged in the news and editing work for 2 years; After the regulations have been re -evaluated as intermediate titles of the news series, they have been engaged in the journalism and editing for 3 years, and have accumulated for 5 years with the original series of intermediate titles; For 1 year (re -evaluation).

(2) Application and publishing series of deputy editors. Must meet one of the following conditions: Obtain the "Publishing Professional Professional Qualification Certificate (Intermediate)" or December 31, 2002 (inclusive) before obtaining an editor -in -chief (first -level school pair or technical editor). Five years; after obtaining a doctorate degree, I have worked for editing (school pair) for 2 years; after the intermediate titles of other series of intermediate titles are transferred to the publishing unit, and obtained the "Publishing Professional Occupation Qualification Certificate (Intermediate)", I am engaged in the editor (school pair) work In the year, he has been in office with the original series of intermediate titles for 5 years; it has other series of deputy senior professional titles to be transferred to the publishing unit and engaged in editing (school pair) for one year (transfer).

(3) Senior engineer for the application of engineering series printing engineering. It is necessary to meet one of the following conditions: after obtaining the title of an engineer, he has been engaged in printing majors for 5 years; after obtaining the professional qualification or professional skills of the printed senior technician, he has been engaged in printing for 4 years; He has been engaged in printing majors for 2 years; he has other series of intermediate titles to be transferred to news, publishing, printing, and related units. After obtaining engineers' title, he has worked in printing major for 3 years, and has accumulated for 5 years with the original series of intermediate titles; It has other series of deputy senior professional titles to be transferred to news, publishing, printing and related units, and has been engaged in printing professional work for one year (re -evaluation). 2. Declars to the Economy and Accounting Series Deputy Senior Title:

(1) Declars to senior economists. It is necessary to obtain a certificate of qualifications for the national high -level economic professional and technical qualification examinations of the national high -level economic professional qualification during the validity period (2020 to present), and meet one of the following conditions: with a doctorate degree, obtains the title of an economist, an accountant, a statistician, and an auditor, and engaged in the economy and the economy Division -related work has been responsible for 2 years; he has a master's degree, or a second bachelor's degree or a graduate class, or a bachelor's degree or a bachelor's degree. (2) Declars to senior accountants. 3. Application news, publishing, and engineering series positive high -level titles: have a bachelor's degree or above or a degree or above, and meet the following conditions.

Senior professional titles are transferred to news units and engaged in news and editing for one year (re -evaluation).

(2) Declaration and publishing series of compilation. Must meet one of the following conditions: After the publishing series of senior professional title review committees (with a record consent of the Ministry of Human Resources and Social Security), obtained the deputy editor -in -chief (senior school pair, technical deputy editor trial, and art deputy editor), engaged in editing (school pair) work Five years; after the transfer of other series of deputy senior professional titles, and the reference for the review (senior school pair, technical deputy editor trial, and art deputy editor trial) in accordance with regulations, they have been engaged in editing (school pairing) With the original series of deputy senior professional titles, it has been in office for 5 years; it has other series of high -level professional titles to be transferred to the publishing unit and engaged in editing (school pair) for one year (re -evaluation).

(3) Application engineering series printing engineering major is a senior engineer. Must meet one of the following conditions: After reviewing the review committee of the senior professional title of the engineering series (with the consent of the Ministry of Human Resources and Social Security) or passed the national unified examination, after obtaining the title of senior engineer, he has been engaged in printing for 5 years. After the title is transferred to the news, publishing, printing, and related units, and after being reserved as a senior engineer in accordance with regulations, he has been engaged in printing and has been engaged in printing for 3 years. Title is transferred to news, publishing, printing, and related units to engage in printing professional work for one year (re -evaluation).

(4) Condition requirements

Those who apply for news, publishing, and engineering series of professional titles can be declared in accordance with the following conditions.

1. Breaking years. During the current post, those who have won national news, publishing, printing awards, and excellent performance capabilities can be applied for high -level titles 1-2 years in advance. The award -winning items must be done by me or I am the first responsible person.

2. Educational qualifications. He has a college degree, and has been engaged in journalism and publishing for 25 years. He has obtained provincial and ministerial news and publishing awards during his current post. Personnel of the provincial and ministerial levels and above can apply for high -level titles. The award -winning items must be done by me or I am the first responsible person.

3. Communication and work. It has been introduced from the competent authority to the press and publication unit in the past two years and appointed as a member of the unit (18 years old). It can be compared with the personnel titles of the personnel (academic degree and working life) of the press and publication unit. Among them, the application of senior professional titles must have a professional deputy senior titles such as news, publishing, and press and publishing research for 5 years.

(5) Review of title of the same level

Other series of senior professional titles are re -evaluated with news, publishing, and engineering titles of the same level. The application requirements are the same as normal declaration. (6) Do not apply for personnel

1. Those who have the following situations in the past 3 years shall not declare:

(1) Direct responsible persons who violate national laws and regulations and are investigated by justice or press and publishing administrative agencies;

(2) Personnel who have cheating and fake behaviors during the test or declaration of the job title;

(3) Those who violate the professional ethics of the news, there are personnel who have news extorting, false reports, etc.

(4) The project completed as the main person in charge, and the industry authority is identified as person with unqualified quality;

(5) The results of the annual assessment are basic qualifications and unqualified personnel.

2. The person involved in important cases has not yet been finalized and personnel who have been punished by party discipline, government affairs, and organizational processing shall not be declared during the influence period.

3. For two consecutive years of review, the personnel have not passed the personnel (excluding the qualification review), and the third year shall not be declared.

(Note: The academic qualifications refer to the national education series, the deadline for results, academic degrees, job, and career time is June 30, 2022.)

Fourth, declaration procedure

(1) Recommendation of the initial evaluation of the unit

The unit shall form a recommendation team composed of experts and administrative personnel with no less than 7 people, which is responsible for recommending participating candidates. In the recommendation group, there must be no less than 1/2 of the relevant professional titles of related majors. The number of meetings for the recommendation group must not be less than 7, and the number of votes will be recommended to recommend the declaration.

The broken application personnel shall submit a written application to the unit. The recommendation team composed of experts and administrative personnel shall conduct professional theory and professional level assessment and defense of the broken applicants, and write about 1,000 words of defense opinions.

(2) The unit solicits opinions and internal publicity

The application unit shall solicit opinions on the disciplinary inspection and supervision department in writing according to whether the applicants are not suitable to participate in the review of senior professional titles.

The application unit must verify and determine the authenticity of the academic degrees, performance results, research results, and awards of the applicants. All application materials must be publicized in the unit for 5 working days. The application materials must be approved by the objection after the publicity, and the materials must not be added or modified at will after the publicity. If there is a fraudulent behavior, once it is verified, it will return all the entrusted review materials of the unit and investigate the responsibility of the relevant personnel. The applicants who have falsified acts will not accept the appraisal application for the entrustment of the commissioned review within 3 years.

(3) The competent department for review

After the publicity, the declaration materials were reviewed and agreed by the personnel (vocational reform) department of the competent department of the unit. After the personnel (vocational reform) departments of the unit competent department review and agree with the materials of the personnel, the corresponding breaking review report must be issued.

(4) Defense requirements

In order to better understand the business capabilities and professional levels of the applicants, the State Press and Publication Agency will organize a defense. The target is mainly to break the application personnel, and the normal application personnel may also apply for defense applications.

5. Material submission

Advanced title review materials are declared in the form of network online and paper version. The network online reporting URL is "http://123.124.255.30/sAPPRFT" (evaluation management system for press and publication professional and technical personnel). Declaration materials description and national news, publishing, and printing awards are inspected on the system.

(1) Online declaration

The application unit uses the key to log in. The personnel department of the application unit fills in the "Encryption Terminal Application Form", stamped the official seal of the unit, and go through the key application procedures for the National Propaganda Cadre Academy. The keys that have been received can be continued without need to receive it again.

The applicants use their accounts to log in uniformly. The login account and initial password are allocated by the personnel department of the unit.

(2) Acceptance time

The online application time is from August 1st to 31st, 2022; the submitted paper materials are submitted after the network review is passed. The submission time is from October 17th to 21st, 2022.

(3) Declaration procedure

The application materials shall be submitted by the competent department of the application unit, or the personnel department of the application unit shall be submitted by the personnel department of the application unit.

Six, review results

(1) Public announcement

Those who are granted to senior position qualifications after the review of the senior professional title review committee. After the review meeting, they will publicize 5 working days on the website of the National Press and Publication Administration (www.npppa.gov.cn) to accept social supervision. For those who have no objection, the State Press and Publication Agency will issue documents to confirm; for those who have objections, the State Press and Publication Agency will investigate and verify in accordance with procedures.

(2) The results were announced

The results of the review shall be commissioned by the National Press and Publication Administration to notify the review unit, and the personnel department of the application unit shall receive the certificate as required, and go through the procedures such as the retreat of materials.

Seven, others

In the previous year's review, the qualifications and requirements for the declaration were inconsistent with this notice, which prevailed.
