Recently, the Harbin Ecological Environment Supervision Bureau of Heilongjiang Provincial Department of Ecological Environment studied and formulated the "Projective Program for the Governance of Livestock and Poultry Pollution Pollution Pollution in Shuangcheng District", and combined with Heilongjiang Provincial Agricultural and Rural Affairs Department related departments and municipal bureaus to form a working group to form live livestock and poultry in Shuangcheng District The treatment of breeding pollution was conducted on -site inspections to promote the rectification of the feedback of the central ecological environmental protection inspection.

The working group conducted a verification of the treatment of livestock and poultry manure pits, large -scale farms and free -range livestock and poultry manure collection, comprehensive utilization of feces, and comprehensive utilization of feces in Shuangcheng District through discussion and exchange information, and on -site inspection. A total of 328 livestock and poultry manure pits were checked, 124 large -scale farms, 142 concentrated piles of livestock and poultry manure, and 12 enterprises for livestock and poultry manure resources.

In response to the problems, the working group proposed that the Shuangcheng District should vigorously support the encouragement of the transformation and upgrading of the aquaculture industry and the use of manure resources, and establish and improve the collection, transfer, processing and return system of livestock and poultry manure. It is necessary to clarify the rectification measures, time limit and acceptance standards of the problem, and strengthen daily supervision for the stain pits that have been completed to prevent the problem from rebounding. It is necessary to formulate and organize the implementation of "one pit and one policy" ecological restoration measures as soon as possible, scientifically and reasonable planning and construction of centralized piles, and determine the unified construction and acceptance standards. The Harbin Ecological Environment Supervision Bureau of Heilongjiang Provincial Department of Ecology and Environment will continue to follow up and supervise, regulate the progress of rectification on a regular basis, and resolutely complete the problem rectification.
