In the 1970s, with the increase in population, the number of cattle and sheep increased, and the contradiction between grass and livestock in northern Tibet became more and more serious. The Shenza County where Bai Ma was located was particularly prominent.

In early 1976, the party committee and government of the Tibet Autonomous Region formally decided to develop uninhabited areas.

At the time, Bai Ma, the director of the Katau Village, Shenza County, led the villagers to start looking for a new home. A migration of seeking living space kicked off.

Herders know very little about the unmanned area in the north, and the journey of migration is extremely difficult. Holding cattle and sheep, you can only move forward by the moon and stars in the sky. After more than a month of trek, they finally found a new home in the unmanned area and established Gacuo Township.

In 2012, the State Council approved the establishment of Shuanghu County, the highest altitude county in my country, with a total area of ​​nearly 120,000 square kilometers. The country has invested billions of yuan to help Shuanghu County build a highway.

However, in Shuanghu, the health of the masses has long been affected by high altitude and harsh climate for a long time, and altitude rheumatism, gout, and heart disease have occurred. It is difficult to go to school, difficult to see a doctor, and difficult to travel.

In addition, the area of ​​more than half of Shuanghu County is in the Tongtang National Nature Reserve. There are more than 100,000 national Tibetan antelopes in the protected area and more than 20,000 wild yaks.

With the warming of the global climate, the contradictions between human and animals and wildlife are increasingly prominent, and the double lake grass field has begun to degenerate.

In order to build a national ecological security barrier and allow the herdsmen to live a higher quality of life, in 2018, the party committee and government of the Tibet Autonomous Region decided to implement ecological relocation in extremely high altitude areas.

Choose, once again placed in front of Shuanghu herdsmen. Low altitude, good for health; close to the city, convenient to see a doctor; children can receive better education; the grassland of Shuanghu cannot continue to grant.

Senbu's resettlement point is about 3600 meters above sea level, more than 60 kilometers from the city of Lhasa. It is close to the airport, railway, highway, and surrounding hospitals, schools, and markets.
