China is willing to emphasize again that unilateral sanctions have caused a negative impact on Syria's economic and social recovery and development, restricting international humanitarian institutions in Syria, and has become the most important obstacle to solve the humanitarian issue. It must be immediately lifted. The Security Council must make clear requirements on this.
Dai Bing said that the Security Council No. 2642 resolutions made a more flexible arrangement on the issue of Syrian cross -border humanitarian rescue authorization delay, which is conducive to the assessment and adjustment of the Security Council's timely authorization authorization. Most members of the Security Council voted for this resolution. China expects all parties to strictly abide by the basic principles of international humanitarian assistance, strictly follow the requirements of the Security Council's resolutions, and ensure the neutral and transparent attributes of assistance, and enhance the targeted and effective.
Dai Bing said that during the decision -making consultation, China has repeatedly called on all parties to adhere to the dialogue and negotiation, will work to the last moment, and strive to find a practical solution. However, unfortunately, the Security Council forcibly put into voting two days before the authorization expired, and there was still room for compromise, which led to the use of veto. Such forced voting is not necessary. This experience shows that in the face of differences and contradictions, only members of the Security Council can only find effective ways to solve problems. Forcibly promoting voting will only intensify contradictions and differences, which is not conducive to the effective performance of security.
The UN Security Council passed the resolution No. 2642 on the 12th of this month to extend Syrian cross -border humanitarian rescue authorization for 6 months. Based on this resolution, the existing Labu Sea Wa's cross -border point authorization was extended for 6 months, until January 10, 2023. Since then, the authorization can be extended for another 6 months, but the Security Council needs to pass the resolution again.
