China's central departments once again concentrate on the disclosure department's final accounts

The central departments of the Ministry of Finance of China disclosed the 2021 department's final accounts on the 21st. This is the final account of the public sector to the public sector for the 12th consecutive year.

The disclosure of the final accounts of the central department this year includes four parts: department overview, departmental final accounts, departmental accounts description, and noun explanation. Among them, the department's final accounts include 9 reports, covering the overall situation of the department's income and expenditure and the financial appropriation income and expenditure. In addition to confidential information, income final accounts, expenditure final accounts, general public budget fiscal appropriation expenditure final accounts, government fund budget fiscal appropriation income expenditure final accounts, state -owned capital operation budget fiscal appointment expenditure final accounts and discretion to open function classification items Grade subjects, the basic expenditures of general public budget fiscal funding are clearly disclosed to economic classification subjects.

This year, more than 100 central departments are expected to disclose their accounts to the society. Compared with 2020, this year's central departments have a wider scope and stronger performance information disclosure, and the number of project performance self -assessment results and key project performance evaluation reports continues to increase.

This year, the Ministry of Finance focused on key areas such as science and technology, culture, and conducted key financial performance evaluations of 72 projects, involving 1.3 trillion yuan (RMB, the same below) of funds, and the number of projects and funds increased significantly. For the first time, the central government's infrastructure investment project, the central government's state -owned capital business budget project, and the special bond project of the local government are included in the evaluation scope. At the same time, expand the pilot performance evaluation of the overall expenditure of the department.

The final accounts disclosed by the Ministry of Finance on the 21st show that the budget of the "three public" funding fiscal appropriation expenditure in 2021 was 22.8374 million yuan, and the expenditure final account was 5.1441 million yuan, which was 22.5%of the budget. The main reasons for the number of final accounts is less than the budget: the requirements for the implementation of tightly, saving, and strictly control the "three public" funds; affected by the epidemic, some work has not been carried out as planned.

In 2021, the central government's expenditure continued to grow negatively. The saved funds were used to enhance the guarantee of local people's livelihood and financial resources. Yu Mingxuan, director of the Policy Science Research Center of Renmin University of China, analyzed that in recent years, China's large -scale tax reduction and fees have been reduced. At the same time, reducing administrative operation costs, strengthening the management of "three public" funds, continuously improving the efficiency of fiscal resource allocation and the efficiency of financial funds, using more fiscal resources to improve people's livelihood, support market entities, and effectively hedge the downward pressure on the economic.

Wang Dehua, director of the Financial Audit Research Office of the Institute of Finance and Economics of the Chinese Academy of Social Sciences, said that the content of the disclosure of the final accounts of the central department is more detailed and more targeted.
