In terms of regulatory agencies, the "Notice" requires the selection agency of the selection of excellent selection, and the professional skills appraisal (skill talent evaluation guidance) centers at all levels in accordance with the principles of planning, reasonable layout, strict conditions, selection, and dynamic adjustment. The "Notice" made clear requirements for the qualification review and charging standards of participants, emphasizing resolutely preventing or evaluating the act of issuing a certificate directly to the post, and ensuring the quality of evaluation.

In terms of standardized institutional management, in addition to clarifying the evaluation agency system, personnel, security, and archives management, the "Notice" also requires strengthening management services.
