The construction of digital government has become the national strategy of my country's future development, and it is an important path to realize the modernization of government governance and governance capabilities. Under the data empowerment, the urban operation system will play a better role in the fields of economic operation, market supervision, public services, ecological environment, emergency response and other fields. The cornerstone of the digital government construction is the convergence, integration, computing, service and application of data. As a overall strategy of digital government construction, the construction of the central big data platform is essential. At the same time, the establishment of data standards, quality management, data security, and data sharing services are also key issues in the construction of digital government. In the process of digital government construction, reflection on the dilemma and challenges facing data governance is of great reference for future digital government construction.
Data governance challenges
First, the top -level design level. The construction of the digital government is still at the level of instrumentalism at many places. It is expected that relying on technology to enhance the effectiveness of government governance, rather than releasing the greater value of the digital government through process re -creation. The new space system responds and govern. This has led to system reforms such as "decentralization of management", the reform of the property rights system, and the reform of the market -oriented configuration of the digital government. The deviation of the digital government construction in the top -level design concept limits the efforts of the government's institutional mechanism reform, and also allows the construction of the digital government to inevitably face traditional information barriers.
Second, the level of system construction. my country has been actively exploring the construction of data governance. Since 2016, it has passed a series of laws and regulations and regulations to identify and protect some digital emerging rights in the era of big data, and clarify the corresponding obligations and responsibilities. For example, "Network Security Law" (2016), Electronic Commerce Law (2018), "Regulations on Ecological Governance of Network Information Content" (2020), Data Security Law (2021) and Personal Information Protection Law (2021) The promulgation and implementation have filled the gaps in the field of personal information, network platform supervision, and data security in the era of big data. In 2021, Beijing, Shanghai, Tianjin and other places established data trading centers to further explore the data trading system. However, in specific practice, the lack of relevant upper -level laws and the limitations of the system also partially limits the circulation and opening of data. For example, in the data circulation link, in accordance with the provisions of the "Network Security Law", the follow -up planning and construction plan of data cross -border circulation needs to be reported to the support of relevant national ministries and commissions step by step, but the current cross -border data supervision lacks work guidance, which has led to the unauthorized authorization of the national ministries and commissions. Under the premise of launching cross -border data circulation, it is difficult to carry out cross -border data circulation work. At the same time, the lack of technical conflicts and intellectual property related fields have also led to huge obstacles in the circulation of cross -border data. In the link of data openness, the demand for public data to open public data is increasing. It is necessary to open up public data that stored a large amount of personal information and public security information. In order to make a clearer system and regulations, it can be opened to the society with high quality, but the current relevant system is also in the exploration stage, and it is urgent to make a clearer regulation.
Third, the operation mechanism level. At present, in the process of deep integration, government public data is still facing the sharing and integration obstacles between horizontal, between vertical, and horizontal and vertical. The first is the predicament of horizontal data integration. Many cities have established data integration and sharing work such as the overall planning department of the big data bureau. However, in practice, many institutions are formed based on the original informatization institutions. They are often limited in terms of coordination and facing the predicament of the "small horse car", which leads to the problem of information barriers between the horizontal departments. At the same time, the scope of business between some departments has cross and empty gear, or the phenomenon of unclear functions, which makes the construction of the digital government cannot be integrated with other systematic reforms. For example, the current data factor market -based configuration reform work has such problems. Secondly, the dilemma of data sharing in the vertical direction. With the in -depth development of the reform of the national system and mechanism, the vertical management of the department has begun to expand to more and more business areas, and the vertical vertical integration of government data has begun to gradually improve. The vertical management of government information has optimized the processing process of government services, but there are obstacles to the sharing of data sharing with local departments. For example, local departments need to apply for data sharing step by step, and cannot handle it in batches, and cannot handle it across the level. The application procedures are complicated and cumbersome, resulting in long data sharing cycle and low efficiency. Furthermore is the dilemma of data sharing between horizontal and vertical. Some local government's business uses the state, the provincial vertical system, or although the business is used to use the municipal -level system, the state and the vertical system still use In China, it is difficult to obtain data in batches and real time, and it is difficult to ensure the accuracy and timeliness of the data. It is worth noting that the state is advancing the reform of the business environment 5.0. One of the important tasks is to open up the data sharing of the vertical management system from the national level.
Practical path for digital government construction
The first is to make a more systematic strategic coordination for the construction of the digital government. The top -level design of "people -centered", through process reengineering, transforming government functions, and allowing the digital government to respond effectively on the new problems arising from the digital economy, digital industry, and digital society under digital civilization. Govern the value of various fields. Under the premise of adhering to innovation -driven, open sharing, and systematic coordination, the development concept of digital government development is gradually transformed from "re -construction, light planning" to planning to avoid the issues of repeated construction, waste of funds, and inadequate standards. At the same time, promote the disclosure of government affairs with data sharing, improve the quality of government affairs with information interoperability, and promote the change of functional changes with process optimization. The second is to carry out forward -looking legislation. Improve data flow, data ownership, and data transaction -related systems, and explore the pilot model of data authorization. The construction of the digital government involves various new technologies, new formats and new issues. Such as data ownership, data circulation transactions, data cross -border supervision, data security, technical ethics, etc. are all new problems. It is necessary to refine the types and content of the types, categories, processing methods, protection measures, risk prevention of cross -border data through scientific legislation to ensure the security of data sharing. The "Data Law" should be studied as soon as possible, and more detailed regulations should be made for cross -border data circulation. At the same time, it is necessary to study and introduce the work guidance of cross -border data supervision as soon as possible to guide local cross -border data circulation. In terms of cross -border data circulation, under the premise that the central government has not yet introduced the guidance of cross -border data supervision work, it can authorize the local data circulation supervision exemption to the laboratory and university research platforms, and give local exploration of cross -border data circulation mechanisms space.
The third is to promote the reform of institutional mechanisms and strengthen data integration and application capabilities. First of all, it can enhance the strategic position of the digital government authority. For example, in some places to establish a special "Digital Development and Reform Commission" to increase the development of the digital government to the high level of urban strategic development. Secondly, it is recommended that the administrative departments of various administrative departments establish a clear and clear data management system in the process of launching vertical data integration, and a clearer division of power and responsibilities of uploading, openness, and sharing of various departments. Data sharing in the system. At the same time, in the process of obtaining relevant local data to the vertical management department, simplify the approval process, so that localities can obtain data in batches and real time, ensure the accuracy and timeliness of the data to promote the construction efficiency of the digital government. Thirdly, in the current market -oriented configuration reform process of data factors, clarify the power and responsibilities of various functional departments as soon as possible, and for data collection and gathering, sharing and openness, data circulation, data cross -border, data confirmation, data transaction, data supervision and other work, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each, each.
