Public resumes show that Deng Xiuming was born in December 1964. He was from Pengxi, Sichuan. He joined the Communist Party of China in March 1992 and joined the work in July 1981. He has a graduate degree and a doctor of law.

Deng Xiuming has long worked in the political and legal system and worked in Sichuan, Tianjin and Jiangsu Province. In 1990, Deng Xiuming graduated from a master's degree in criminal law in the Department of Law of the Southwest Political Science and Law School and entered the Sichuan Provincial Higher People's Court. Former judges of the Sichuan Provincial Higher People's Court, Deputy Director of the Research Office of the Political and Legal Committee of the Sichuan Provincial Party Committee, the president of the first court of criminal trial in the Sichuan Provincial Higher People's Court, and the Deputy Dean of the Sichuan Provincial Higher People's Court.

In December 2011, Deng Xiuming left the Provincial High Court and served as Deputy Secretary of the Chengdu Municipal Party Committee and Secretary of the Municipal Discipline Inspection Commission.

In February 2016, Deng Xiuming served as Secretary of the Central State Organ Disciplinary Inspection Committee. In December of that year, he was transferred to the Standing Committee of the Tianjin Municipal Party Committee and Secretary of the Municipal Commission for Discipline Inspection. In January 2018, he was the director of the Tianjin Municipal Supervision Committee.
