The Ministry of Water Resources deployment promotes the management of ecological flow of key river and lake in 2022

Recently, the General Office of the Ministry of Water Resources issued the "Notice on Doing the Management of Ecological Traffic Management of Key River and Lakes in 2022", and made arrangements for the implementation of the key river and lake ecological traffic management in 2022.

The Ministry of Water Conservancy has attached great importance to the management of ecological flow and water volume. Since 2020, the management of ecological flow management of river and lakes has been formulated since 2020. There are four batches of 171 cross -provincial key river and lake ecological flow guarantee goals, and 383 provinces and regions will formulate 383 key river within the province Lake ecological flow guarantee goals. Promote the establishment of the responsibility system for the implementation of ecological flow guarantee, strengthen monitoring, early warning and dispatch management, and incorporate the implementation of ecological traffic protection goals into the most stringent water resource management system assessment, and effectively ensure the basic ecological water for rivers and lakes.

The "Notice" focuses on working requirements from three aspects.

The first is to accelerate the determination of ecological flow goals for key rivers and lakes. Fully sort out the tasks of the key rivers and lakes' ecological flow goals, accelerate the formulation of ecological flow goals, and ensure that the work tasks of the "National Key River and Lake Ecological Traffic Determination Work Plan" will be fully completed by the end of 2022. Basin management agencies should grasp the organization of the key rivers and lakes that have been filed by the provincial and regional regions. If the target of the ecological flow guarantee of the river and lake is indeed required, the adjustment shall be adjusted quickly in accordance with the prescribed procedures.

The second is to strengthen the management of key rivers and lakes. For key rivers and lakes that have approved the goal of ecological flow guarantee, the management institutions and provincial water administrative departments of various basins should quickly formulate the implementation plan of ecological flow guarantee to clarify the guarantee measures and responsible subjects; implement the responsibility for the management of ecological flow, and optimize it in time according to the actual situation. Adjust the water volume scheduling plan, strictly use the total water control and water collection permit management, and strengthen the unified scheduling of water resources; strengthen the monitoring and early warning of the river and lake ecological flow, timely issue early warning information and start the corresponding plan to effectively ensure the ecological flow of river and lake.

The third is to strengthen the supervision and assessment of ecological traffic protection. Strengthen the overall planning, guidance and coordination of key rivers and lakes ecological traffic, strengthen technical censorship; regularly report the situation of ecological traffic to meet the standards, establish a sound information platform, real -time early warning and dynamic supervision; Incident in 2022 to implement the most stringent water resource management system assessment to compact the responsibility of guarantee.
