The "Administrative Measures" stipulates that non -operating general aviation filing is divided into subject filing and event filing, and the whole process is processed online. The main body of the activity can complete the subject filing through the general aviation management system, download the relevant certification documents, and carry out the flight plan declaration. There is no need to record before flight, and only need to be recorded for flight activities after the flight event is over to the 4th of the following month. At the same time, the "Administrative Measures" stipulates that companies that obtain general aviation business licenses and flyers who have carried out non -operating general aviation activities in the name of the unit do not need to record separately.

In terms of filing materials, the "Administrative Measures" further simplified. The subject filing sub -unit filing and personal filing. The filing only requires the main legal person's qualification documents, valid identity information, no criminal record statement, driver qualification certificate, aircraft information and effective contact information. Among them, for personal filing, there is no need to submit aircraft information in order for non -operating general aviation activities to carry out personal entertainment flights through rental aircraft.

In addition, the "Administrative Measures" also clarifies the legal obligations of non -operating general aviation activities, exit mechanisms, specific circumstances and processing measures that have not been filed in accordance with the law.
