Chapter 5 Standard Formulation

Article 30 The review of each stage shall establish an expert group to implement the expert responsibility system. The relevant requirements are as follows:
(1) Experts should have senior professional and technical titles and corresponding business capabilities, and have experience in formulation or review of relevant standards;
(2) In principle, the number of expert groups is 7 to 9. The members selected from the expert database of the Ministry of Water Resources and followed the principle of evasion. The leader of the expert group should be the leader or well -known expert in the industry;
(3) The National Standard Examination Association shall invite experts from foreign related professional fields in the water conservancy industry to participate. Industry standard review will encourage foreign experts to participate in the water conservancy industry;

Article 33 When the national standards and industry standards need to be partially revised, the editor -in -chief shall submit an application and submit the application form of the local amendment of the water conservancy standard (see Annex 7). Chapter 6 Standard Release
Article 34 The competent institution shall publish an announcement of the industry standards or submit the national standards to the national standard authorities.
Article 35 The establishment, approval, number, and release of national standards shall be implemented in accordance with relevant national regulations. The industry standards are approved, numbered, and issued by the Ministry of Water Resources, and reported to the State Council for the standardized administrative department of the State Council for the record.
Article 36 The release time of the industry standards is the approval time of the Ministry of Water Resources, and the implementation time shall not exceed the three months after the following.
Article 37 The standard industry standard number is SL AAA -BBBB, and the recommended industry standard number is SL/T AAA -BBBB. Among them, SL is a standard code for the water conservancy industry, AAA is the standard sequence number, and BBBB is the standard release year.
Article 38 The publishing and distribution of industry standards shall be responsible for the entrusted units with relevant publishing qualifications by the competent institution.
No departments, units, or individuals shall not engage in the publication and distribution activities of the industry without the authorization of the competent institution.
Chapter 7 Standard Implementation
Article 39 The compulsory standards must be implemented, and the relevant business authorities shall fulfill the responsibilities of the implementation of mandatory standards and supervision and management.
Article 40 The compulsory standard text shall be disclosed to the society for free. Promote the recommended standard text to the society for free. Encourage social groups and enterprises to open group standards and corporate standards to the society through standard information public service platforms.
Article 41 Encourage relevant departments and units to carry out activities such as publicity and training, implementation and business exchange of standards.
Article 42 Establish a standard for implementation of information feedback and tracking evaluation mechanisms. According to the feedback and tracking evaluation, the standard shall be reviewed in accordance with the relevant provisions of the water conservancy standard review. The review cycle generally does not exceed 5 years, and the conclusions of review should be used as a basis for revising and abolishing relevant standards.
Article 43 The evaluation of standards shall follow the principle of comprehensive and objective. The relevant requirements are as follows: (1) In principle, the standards that involve national security, ecological environment security, engineering security, and the direct interests of the people should be carried out.
(2) The evaluation unit shall be registered in the territory of the People's Republic of China, has an independent legal person qualification, and has strong water conservancy standardization work capabilities and conditions, and scientific research institutions, colleges and universities, social groups and enterprises in operation and management.

Chapter 8 Supervision and Management

Article 50 Any unit or individual has the right to reflect the implementation of the standards and existing problems to the Ministry of Water Conservancy, and may report and complain that violating mandatory standards.
