In order to better help enterprises familiarize with laws and regulations closely related to enterprise production and operation activities, quickly, concise, and accurately understand and investigate the risk of administrative penalties, and escort the normal production and operation of enterprises. Guide the list system and strive to make this work the highlights of the province's national reform and innovation.

There are four work measures. 1. Announce the guidance list. The contents of the list mainly include administrative compliance matters, common illegal acts, legal basis and illegal responsibility, risk level, compliance suggestions, guidance departments, etc. At present, 32 departments at the municipal level have been announced to announce 644 matters. All counties (cities, districts) were determined to announce 6,451 matters. Through media publicity and promotion, law enforcement units entering enterprises, and centralized policies, etc., the "Sending Singles Enterprises" activities will be carried out to expand the degree of corporate and public awareness. Strengthen the training of law enforcement and enterprises to improve the construction of administrative compliance systems. 2. Build a service platform. Establish an enterprise administrative compliance service platform on the website of the Municipal Judicial Bureau, and realize the functions of online inquiry, online consultation, and online supervision of administrative law enforcement involving enterprises in the city's administrative compliance guidance list, and comprehensively guide enterprise compliance operations. 3. Improve the working mechanism. Formulate the opinions of administrative guidance work, integrate administrative guidance into the entire process of administrative law enforcement, and unify supervision and service. Establish a face -to -face communication mechanism for administrative law enforcement departments and enterprises, fully listen to corporate opinions and suggestions, and dynamically adjust the list. Improve the system of administrative law enforcement monitoring points, and build 20 municipal -level administrative law enforcement supervision contact points into the monitoring point of administrative law enforcement as an observation object implemented by the administrative compliance guidance list. 4. Strengthen law enforcement supervision in key areas. Improve the administrative penalty hearing procedures and tailoring benchmarks, increase the supervision and inspection of law enforcement supervision and inspection of key areas such as food and drugs, ecological environment, and production safety, and standardize administrative law enforcement behaviors throughout the chain.

Establish a legal risk early warning prevention mechanism to help SMEs find and sort out legal risks. Establish a mechanism for contradiction resolution, and help enterprises to resolve conflicts and disputes through lawyers' mediation services, agency litigation arbitration cases, and legal opinions. 4. Help enterprises to improve the governance system. The lawyer service team combined with the "medical examination of the rule of law" to guide and help improve the legal person governance structure and business operating rules and regulations, improve the work mechanisms such as decision -making review, interest distribution, and employee rights and interests.
