On the morning of June 10, Zhang Yabin, who was on duty, received a report from the masses that someone quarreled at the site of a certain construction site of labor disputes and asked the police to deal with it. "Keep everyone calm, we will set off now." Zhang Yabin and colleagues boarded the police car and rushed to the alarm point.

The alarm point is more than 80 kilometers away from the Border Police Station of the Taxken Port. It is a rugged mountain road. Some sections are very difficult to run. The police drove for more than 2 hours and finally arrived. In order to prevent contradictions from intensify, Zhang Yabin kept in touch with the alarm, Anmou, and tried his best to ease the unstable emotions of the contradictions.

"They owe our wages!" As soon as they arrived at the alarm point, An and other workers saw the police coming, and hurried to say. Zhang Yabin carefully listened to the conflict between the contradictions and disputes, and learned that after the engineering team was responsible for completing a project, the engineering funds had to be settled in accordance with the agreement with Party A, but they were told that they could not be paid because the project funds were not in place. After confirming the on -site control, Zhang Yabin contacted the vehicle while mediation, and decided to receive the parties to Tucoshken town to jointly mediate the labor dispute with the judiciary and court. That night, in the mediation room of the port court in the Taxken Town of the Qinghe County People's Court, the engineering team and Party A reached a mediation agreement by the police of the Public Security Police, the mediation officer of the judicial institute, and the court judge. Paying 140,000 yuan of project funds, the remaining 80,000 yuan was settled at a time in early July. The Taxken Town Port Court made judicial confirmation on the mediation agreement on the spot, and the hearts of the two parties finally fell.
