The reporter learned from the Municipal Ecological and Environment Bureau that the "Implementation Plan for the Ecological Environment Demamentual Compensation System of Yueyang City" has recently been issued by the Municipal People's Government Office and will be implemented from June 14, 2022.

The so -called ecological environmental damage refers to the adverse changes of environmental elements such as atmospheric, surface water, groundwater, soil and other environmental elements such as atmospheric, surface water, groundwater, soil and other biological elements such as plants, animals, and microorganisms, and the degeneration of ecosystem functions composed of the above elements.

It is understood that the "Implementation Plan for Ecological Environment Damage System of Yueyang City" is divided into 4 parts and 14 parts, including work content, work procedures, and guarantee measures. The overall requirements are partially clear, the establishment of a system of compensation systems with clear responsibilities, smooth channels, technical specifications, strong guarantees, compensation in place, effective, and open and transparent ecological environmental damage compensation system. Part of the work content is the scope of the compensation of the ecological environmental damage compensation, and which channels can be checked by the channels of the case to clarify the compensation right holder and the obligor of compensation. Part of the work procedure stipulates which procedures for ecological environmental damage compensation work should be carried out in five aspects: compensation start, investigation and damage appraisal, compensation consultation, compensation lawsuits, restoration and supervision. According to the "Rules for the Evaluation of Hunan Province's Pollution Prevention and Control of Pollution in 2021", 6 departments including the ecological environment and natural resources of each city and state need to set up more than 4 ecological damage compensation cases, and the county (city, district) must be fully covered. In 2021, with the authorization of the municipal government, in accordance with relevant national and provincial regulations, the city launched 49 cases of ecological damage compensation and settled 27 cases. Among them, the ecological and environmental departments were launched and 14 were settled; 6 of the natural and resource departments were started and 6 were settled; 4 pieces of agricultural and rural departments were launched and 4 were settled. A total of more than 75,000 yuan in compensation for ecological damage, of which 600,000 yuan was repaired on the spot, and 150,000 yuan was paid. This year, the municipal ecological environment will start three ecological damage compensation case lawsuits, and the amount of ecological damage compensation is expected to reach 40 million yuan.
