The People's Procuratorate of Yinchuan City accused that from 2008 to 2020, the defendant He Jian used the convenience and authority of his position, and the convenience of status formed to benefit from the company's operations, children's employment, engineering bidding and other aspects. Receiving property is equivalent to more than 4.93 million yuan. In 2018, the defendant He Jian continued to register the mining license in violation of regulations for the recruitment of the mining resources, causing a major loss to the national ecological environment and the adverse social impact on the local ecological environment. The procuratorate requested He Jian's criminal responsibility for bribery and abuse of power.

During the trial, the procuratorial organs presented relevant evidence. The defendant He Jian and his defender conducted a qualitative certificate. The two parties of the prosecution fully expressed their opinions under the auspices of the court. He Jian made a final statement and pleaded guilty in court.
