On December 20, 2020, the Jinan Agricultural Comprehensive Administrative Law Enforcement Detachment received a notification letter from the case clue of the Agricultural and Rural Bureau of Suqian City, Jiangsu Province, reflecting that a chemical company in Tianqiao District did not obtain pesticide production and operation licenses and operated pesticides. The detachment immediately contacted the Agricultural and Rural Bureau of Tianqiao District to conduct investigations and verification. After testing, the Weibai acre (a pesticide mainly used to prevent the prevention of thread insect disease) operated by the chemical company does not meet the quality standards of pesticide products.

After receiving the clues transferred by the Agricultural and Rural Bureau of Tianqiao District, the Tianqiao District Branch of the Jinan Public Security Bureau immediately organized the police to conduct investigations in the chemical company involved in the case. In the company's warehouse, it was found that 1,600 barrels of Wei Bai Bai acres and the 1788 empty barrels used in production Weibaiki acres were found. It turned out that in 2016, after the rubber assistant factory operated by Zhang was demolished, it retained some chemical production equipment. Since then, Zhang accidentally learned that the product of a company and the chemical name and production method of the rubber chemical products it produced are very similar, and this product can be sold as pesticides after making it. Zhang produced the idea of ​​making this product as pesticides. Because Zhang has been engaged in the production and sales of chemical products all year round, it has been successfully developed after the test several times. In order to facilitate the later production, Zhang was assembled by the original reserved production equipment, and purchased the raw materials and packaging barrels required for the production of the liquid alkali, methylide and other raw materials required for the production of Vowor, and hired a large number of workers to produce. After investigation, from 2018 to 2021, Zhang Mou sold his own pseudo -infla and soldiers to Liu for many times without obtaining pesticide production and operation permits, with a sales amount of more than 400,000 yuan.

After the case, at the beginning, Zhang truthfully explained the facts of the crime, but later argued that he had only started to prepare Weibai acre and sold Liu by himself from the second half of 2019. In this regard, the prosecutor communicated with the investigation authority on the one hand, retracted the testimony of the witness Huang and Xu who helped workers at the time, and asked Liu in detail to determine Zhang's sales time and sales amount; On the other hand, it was reasonable to interpret Zhang and fully listened to the opinion of the defender. In the end, Zhang withdrew all illegal income and voluntarily pleaded guilty.

After reviewing, the procuratorial organs believed that Zhang produced a pseudo -infested and inferior Viagra sales that did not meet the quality standards of pesticide products, and the sales amount had reached more than 200,000 yuan. At the same time, Zhang's behavior was also suspected of illegally operating without permission to operate laws and administrative regulations. According to the "Supreme People's Court and the Supreme People's Procuratorate on the Explanation of Specific Application Laws of Criminal Cases of Production and Sales of Pseudo -Seeing and Seeing Commodities," shall be convicted and punished in accordance with the crime of severe punishment. In the end, the Tianqiao District Procuratorate filed a public prosecution on Zhang Mou for suspected production and sales of fake and inferior products.
