If travel agencies operate the border tourism business, they shall apply to the cultural and tourism authorities of the province and autonomous region in the local area, and submit the following documents:

(2) Travel agency business business license (positive copy);

(3) Enterprise business license;

(4) Mandarin tourism service quality margin commitment letter;

(5) The commitment to be fined administrative penalties for administrative organs for two consecutive years for two consecutive years.
