On September 5th, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, and the National Cultural Relics Bureau jointly formulated the "Opinions on Criminal Cases such as the management of impaired cultural relics" (hereinafter referred to as the "Opinions") officially released. The "Opinions" emphasize the punishment and effective prevention of cultural relics in accordance with the law to strengthen the safe protection of the safety of national cultural heritage.

The "Opinions" made rules and explanations for the stolen ancient cultural sites and ancient tombs, and using destructive means to theft of non -moving cultural relics, underground cultural relic transactions, and jurisdiction of cultural relics crime cases to better guide the practice of case handling and severely punish cultural relics crimes in accordance with the law.

For example, in practice, criminals often use destructive means to theft of non -mobile cultural relics, such as the Buddha head of the Buddha statue of the grotto, and stealing the stone statues in the tomb. The "Opinions" stipulates that "theft, murals, sculptures, stone carvings, etc. in the national key cultural relics protection units and provincial cultural relics protection units, and damage the history, art, and scientific value of the cultural relics body." The criminal situation of the theft of non -moving cultural relics should be investigated for criminal responsibility. The expansion of this protection scope makes up for the lack of previous regulations.

It is understood that in 2021, 35,1390 cultural relic law enforcement inspections were carried out nationwide, and 340 illegal acts were found, including 67 key cultural relics protection units in the country. The State Administration of Cultural Relics directly supervised 128 cases of cultural relics, urging local demolition of 31 illegal construction, 24 administrative penalties, ordered 73 starts, and 43 administrative accountability. Among them, from January to November 2021, more than 1,900 cases of cultural relics crimes were cracked by public security organs, and more than 2,600 suspects were arrested. He successively detected a major case of cultural relics listed in the Ministry of Public Security, and captured 10 major cultural relics of the A -level wanted order of the Ministry of Public Security. A total of 38,000 cultural relics were recovered, including more than 50 first -class cultural relics, more than 280 second -level cultural relics, and more than 2,600 third -level cultural relics.
