At that time, there were only six staff members of the He Sheng court, but they were responsible for civil litigation cases in 19 administrative villages under their jurisdiction.

The president led the judge and clerk to ride a bicycle to go deep into the village group to understand the situation and mediate. "At that time, we took turns to stay in each village for a month, concentrate on dealing with the land problems of the village, and live with the masses." Tian Chongyin recalled.

Working in grassroots courts often deal with farmers. When the young Tian Chongyin was in contact with the parties to the case, he always talked from the parents first, listened to the suggestions of village cadres and elderly people, obtained the trust of the masses, and then interpreted the law to successfully mediate the dispute between the land division.

From the village to court, some people will set off at four or five in the morning and walk for fifty or sixty kilometers. Tian Chongyin knows that it is not easy for farmers to defend their rights. Often go to the stove to find a steamed bun or buy a bowl of noodles, so that the masses will be explained after eating; A helping hand.

During his work in He Sheng Court, he summarized each case into text, gradually forming a file, and binding into a book to facilitate everyone to check and reference. It is also the foundation of grassroots work experience and mediation experience in the past 10 years that laid the foundation for his major cases in the city's intermediate people's court in the future.

After being transferred to the Municipal Intermediate People's Court, Tian Chongyin still started from the clerk. He served as the judge, the deputy president of Xingyi Court, director of the supervisory office, and president of the People's Court.

In March 2016, the Supreme People's Court proposed that the implementation difficulties were basically resolved in two to three years.
