Lan Zhengqiu, male, Han nationality, born in July 1968, was born in Luxian County, Sichuan. He joined the work in August 1991 and joined the Communist Party of China in June 1991.

From July 1996 to July 2000, he served as Deputy Director of Luxian Construction Tourism Bureau, director of the County Environmental Protection Bureau, Deputy Director of the County Construction Commission, and deputy commander of the county construction headquarters;
