After measurement and appraisal, Qiu occupied 11.3 acres of cultivated land, and the occupied cultivated land had partially lost cultivation conditions. Subsequently, the hospital quickly fixed the evidence of damage to the cultivated land, conducted a public interest litigation case in accordance with the law, and issued procuratorial suggestions to the relevant departments, suggesting to clean up the conditions for coal gangsters and restore land cultivation conditions. Relevant local departments reported in writing that they would actively rectify.

In March 2021, when the hospital "looked back" on the case, it was discovered that the problem of coal gangue pressure occupied black land was not resolved. It turned out that in the process of implementing the procuratorial proposal, the relevant local departments could not be contacted by Qiu, and his loss of contact also caused the ownership of coal gangsters to be unable to determine, so he could not clean up coal gangsters.

In November 2021, after multiple channels of communication, the procuratorial organs got in touch with Qiu, and finally confirmed that the more than 50,000 tons of coal vermiculite was owned by Qiu, but Qiu had been treated in the field due to illness. In order to restore cultivated land, Li Jinbao, the prosecutor of the case handling, repeatedly explained Qiu's interpretation and further clarifying the issue of coal gangsters. The relevant local departments also repeatedly urged. In the end, Qiu promised that "the coal vermiculite was cleaned up before the end of the year."

However, at the end of 2021, the hospital found that the problem was not resolved when the arable land involved in the case was "looking back". Things are twists and turns, attracting the attention of the superior procuratorial organs. In December 2021, the procuratorial organs of Baishan City and Jiangyuan District and Jiangyuan District Jiantian and relevant departments jointly conducted field patrol work to conduct field investigations on the occupation of cultivated land, and held a working meeting of the government and court. Urges the local area to implement the "Tianchang system", cooperates to solve the problem of being pressed by arable land, further clarifies the responsibility department, determines the time limit of cleaning, and proposes the request to restore the black land after cleaning.

On the day of the cleanup, both levels of procuratorial organs and relevant departments sent people to the scene to supervise. With the joint efforts of all parties, more than 50,000 tons of coal gangsters were completely cleaned up, and the black land covered by 10 years was finally "awakening."
