After verification, the man's surname was Kou, and the city of Yicheng, a city, was listed by the Ningbo police of Zhejiang as an online fleeing person on July 19, 2022 for suspected fraud. Kou had just fled to his hometown and found out that the vehicle management office could run the business at noon, and there were few people, so he went to the vehicle management office to apply for a license to change the certificate. As a result, the careful staff was discovered and arrested.

At present, Kou has been transferred to the Ningbo police in accordance with the law.
