Guangzhou: Category 5 can make local adjustments to the control detailed planning

On June 22, the 12th Government Executive Meeting of the 16th Government reviewed and approved the "Detailed Regulations of the Control of Control and Reconstruction and Technical Amendments (Trial)" (hereinafter referred to as the "Implementation Rules"). The "Implementation Rules" will help public welfare and basic facilities to simplify and control the adjustment procedures and improve the efficiency of planning approval.

The "Implementation Detailed Rules" is suitable for local adjustment and technical correction of controlling detailed planning and technical corrections within the scope of the Guangzhou Administrative Region. The Guangzhou Municipal Government authorized or entrusted the Huangpu District (Guangzhou Development Zone), Nansha (Nansha New District), Zengcheng District, and Guangzhou Airport Economic Zone to exercise control detailed planning approval rights, and shall be implemented with reference to this rules.

The "Implementation Rules" pointed out that it belongs to the premise of meeting the technical standards and specifications, facilities carrying capacity and service radius requirements, does not increase the total building area (residential building area), and the regulating range does not exceed the area of ​​the control unit of 50%, which belongs to the area. One of the following circumstances can make local adjustments to the control detailed planning, including:

Adjust operating land into public welfare land (except for neighboring and disgusting facilities that have a greater impact on society and people's livelihood, the same is the same);

The nature of land use between public welfare land;

The same control details are adjusted or replaced with public welfare land position within the unit;

Adjust the intensity of public welfare land;

The Municipal Planning Committee reviewed and approved and submitted to the Municipal People's Government to approve the control of the control unit that can conduct internal overall balance. Do not change the dominant function of the planning unit, the nature and planning indicators of the construction land, and the network pattern of the secondary road and above, and maintain the permanent basic farmland protection line, ecological protection red line, historical and cultural protection purple line defined by the planning unit. And under the premise of compulsory requirements such as the boundaries of various protected areas, the land indicators and layout within the planning unit can be deepened and optimized.

The control regulation adjustment plan is submitted to the meeting of experts and public representative members of the Municipal Planning Committee (each meeting must invite more than 5 members to participate in the meeting) for review.

The "Implementation Rules" also pointed out that due to the implementation of road traffic, municipalities, water conservancy and other projects, the level of planning control lines such as blue lines and green lines, basically unchanged, and the total amount is not reduced. Protecting purple lines, permanent basic farmland protection lines, ecological protection red lines, and other types of protected areas are compulsory requirements. Under the premise of increasing the total construction area determined by the original plan, the planned control lines such as blue lines and green lines can Fine -adjustment, or technical correction of the lines, some technical parameters of roads and municipal facilities, and some technical parameters, and land planning control indicators along the line.
