I. Commercial housing projects (including common property housing, the same below) can apply for pre -sale permits according to the building. The minimum scale shall not be less than the building, and shall not be applied for layers, units, and sets (rooms). Underground sale storage and parking spaces can apply for pre -sale permits separately. Pre -sale funds are supervised according to the scope of pre -sale permits, and pre -sale funds that have been included in the scope of supervision will not be repeatedly supervised.
2. When the development enterprise has promised the sales price of commercial housing when obtaining the right to use the land, the application for the pre -sale permit shall be reported to the "one -house, one price" at the promised price; if the price is not promised, The application pre -sale price shall not exceed the pre -sale price of the same quality products.
3. The deadline for the pre -sale permit for commercial housing projects is the date of delivery determined in the pre -sale plan. The date of delivery agreed in the pre -sale contract shall be consistent with the delivery date determined in the pre -sale plan. If the pre -sale permit does need to be extended, the real estate development enterprise may submit an application for extension to the housing administrative department in which the project where the project is located in accordance with the law. The extension period does not exceed 6 months each time. The deadline is the first registration date for real estate.
When the development enterprise applies for pre -sale permit extension, if the project has not been delivered, the application for pre -sale license extension and ensuring the written commitment and measures to ensure the project delivery should be submitted to ensure that the pre -sale funds are used for project construction.
4. After the commercial housing projects go through the registration of the sales of existing housing in accordance with regulations, due to judicial seizure or administrative restrictions, the cancellation of pre -sale contracts, etc., the houses that meet the current sales conditions but have not been included in the scope of the filing can apply again to apply for the existing housing sales filing procedures again. Essence In principle, the sales of the sales of the existing housing housing shall be handled by the housing administrative department of the area where the project is located. If there are special circumstances such as major complexity, you can also apply to the Municipal Housing and Urban -Rural Development Commission for application.
5. This notification shall be implemented from the date of issuance. If the current relevant regulations are inconsistent with this notice, it shall be implemented in accordance with the provisions of this notice. The Beijing Housing and Urban -Rural Development Commission "Notice on Optimizing the Permit for Optimizing Commercial Housing Projects" (Jingjianfa [2020] No. 107) was abolished at the same time.
